LOS breaks cannot be fully understood in
the absence of understanding background traffic growth.
Page 24: We cannot make an informed decision regarding the two different pro -rata share
methods in the absence of understanding hoe `Baseline" is applied in the analysis.
Page 27: We cannot make an informed decision regarding the two different pro -rata share
methods in the absence of understanding hoe `Baseline" is applied in the analysis.
Page 28: Given that the analysis relies partially on applicant supplied data, why does the
analysis neglect to consider actual trip generation data from existing similar developments?
Page 29 Table 11: Why are the amenity/adventure center use, community recreation center and
the affordable housing use omitted from trip generation?
Page 31: We cannot make an informed decision regarding the two different pro -rata share
methods in the absence of understanding hoe `Baseline"is applied in the analysis.
Page 32: We cannot make an informed decision regarding the two different pro -rata share
methods in the absence of understanding hoe "Baseline" is applied in the analysis.
Page 33: We previously commented on the "RV'' component without fully understanding the
applicant's business model. Previously, we assumed truck and trailer configurations entering and
leaving the development. We know believe larger diesel -powered motor homes are the
predominant RV utilizing the "RV" component of the land use proposal. We desire better
understanding the turning movement delays associated with large diesel -powered motor homes
versus truck and trailer configurations. Until we are better educated, we cannot accept
acceptable levels of service will exist at accesses to Bullfrog Road.
Appendix F: Summar- of Mitigation Measures & Significant Unavoidable Adverse ImDacts
Page F-1: We understand the basis of the supplemental to the EIS is the 2002 Cle Elum UGA
Final EIS. The MountainStar Subarea Plan was created with Kittitas County Ordinance 2000-12.
The land uses contemplated in the Subarea Plan do not contemplate an RV component.
Additionally, the Subarea Plan contemplates a "Business Park" and not commercial area. Since
the Ordinance is a public driven process, has the county's comprehensive land use amendment
process been negated by subsequent City of Cle Elum annexations?
Page F-2: We note that approved conditions of approval contained in the 2002 Development
Agreement will depend on changes to the adopted Development Agreement that may be
proposed in conjunction with major modifications and new or updated Development Agreement.
