Kittitas Department of Public Works SEIS comments <br />47 Degrees North Final SEIS, Cle Elum , WA <br />April 2021 <br />March 22, 2023 <br />General <br />The MountainStar Subarea Plan was created with Kittitas County Ordinance 2000-12. The land <br />uses contemplated in the Subarea Plan do not contemplate an RV component. Additionally, the <br />Subarea Plan contemplates a "Business Park" and not commercial area. Since the Ordinance is a <br />public driven process, has the county's comprehensive land use amendment process been <br />negated by subsequent City of Cle Elum annexations? <br />Transportation Analysis Addendum A 12021 <br />Page 3: We note throughout the document that "baseline" conditions are referenced but are not <br />defined. This is important to understand as developer mitigation is driven by background traffic <br />growth unless developer mitigation is based solely on "new" traffic impact. <br />We note with interest that Alternative 6 trip generation is based on occupancy assumptions vetted <br />by applicant data from other locations in the country. Why has not applicant data been utilized <br />when developing RV trip generation values? <br />Page 4: TENW mis-identifies the County's LOS standards as being intersection based. Kittitas <br />County utilizes LOS C for rural Iands and LOS D for urban areas. It does not appear that <br />Bullfrog Road has been annexed into the city, hence LOS C is appropriate for Bullfrog Road <br />from the I-90 ramp termini to the foundabout at HWY 903. Our concern is the carrying capacity <br />of our bridge crossing the Cle. Elum River. <br />We continue voicing our concerns regarding impacts resulting from weekend traffic. The two <br />times of the weekend that impacts are most apparent are mid-morning Saturday (9 —11 AM) and <br />early afternoon Sunday (2 — 4 PM). These are not typical times usually evaluated in <br />transportation impact studies. These are known periods of significant congestion Memorial Day <br />through Labor Day in Upper County. We desire a discussion regarding the avoidance of these <br />specific periods of the weekend as apposed to "PM Peak Hour" on Sunday. <br />Page 6: Impacts to Bullfrog Road from the I-90 ramp termini to the roundabout at HWY 903 are <br />not contemplated in the study. <br />Page 8: Added for emphasis: "Future Baseline Intersection LOS" — what are the assumptions <br />for `Baseline"? <br />Page 1 of 4 <br />
