3. The Kittitas County Board of Commissioners find that the County amended <br />its Comprehensive Plan by Ordinance No. 96-20 on December 11, 1996 to <br />adopt policies to guide the development of MPRs in Kittitas County <br />"MPR Policies"), <br />4. The Kittitas County Board of Commissioners find that following review and <br />remand of the MPR Policies by the Eastern Washington Growth Management <br />Hearings Board ("Eastern Board"), the County adopted revised MPR Policies <br />(the "Revised MPR Policies," now codified as Chapter 2.4 of the County's <br />Comprehensive Plan) by Ordinance No. 97-20 on December 30, 1997, and <br />further amended the Revised MPR Policies by Ordinance No. 9&24 on <br />September 18, 1998; <br />5. The Kittitas - County Board of Commissioners find that the Eastern <br />Washington Growth Management Hearings Board concluded by order dated <br />November 18, 1998, that the Revised MPR Policies, as amended, fully <br />comply with the GMA, and that such order was not appealed; <br />6. The Kittitas County Board of Commissioners find that RCW 36.70A.080(2), <br />RCW 36.70A.130(2)(a)(i) and KCC 15B.03.010(1) authorize the County to <br />adopt a Subarea Plan as an amendment to the Comprehensive Plan Land Use <br />Designation Map outside the annual Comprehensive Plan amendment process; <br />7. The Kittitas County Board of Commissioners find the Revised MPR Policies <br />(specifically, GPO 2.184) contained in the Kittitas County Cornpr6ensive <br />Plan require an amendment to the County's Comprehensive Plan Lamd Use <br />Designation map for a specific site proposed to be developed as an MFR; <br />8. The Kittitas County Board of Commissioners find that Trendwest has applied <br />to the County for approval to °develop the Trendwest Property pursuant to <br />RCW 36.70A-360 as the MountainStar Master Planned Resort, <br />9. The Kittitas County Board of Commissioners find that the County published <br />the MountainStar FEIS pursuant to SEPA for the MountainStar Master <br />Planned Resort on April 10, 2000, which includes the initial Conceptual <br />Master Plan for MountainStar. Such Plan has been amended from time to <br />time as planning and environmental review of the MountainStar Master <br />Planned Resort has progressed and to meet the requirements of various <br />anticipated conditions of the Trendwest MPR Application approval. The most <br />recent amended version of such Plan, the MountainStar Resort Conceptual <br />Master Pian, September, 2000, was available for review and public comment <br />at the continued public hearings before the Commissioners on September 18 <br />and 20, 2000, and is attached hereto as EXHIBIT C and incorporated herein; <br />10. The Kittitas County Board of Commissioners find that the unusually large size <br />of the Trendwest Property, and the unique nature of the proposed <br />Ordinance 2000-12 Page 5 <br />Mountain&ar Resort Subarea Plan <br />
