development, warrant adoption of a separate subarea plan as an amendment to <br />the County's Comprehensive Plan Land Use Designation Map for the <br />MountainStar Master Planned Resort; <br />11. The Kittitas County Board of Commissioners find that the development of a <br />Master Planned Resort on the Trendwest Property will be specifically <br />governed by (a) the terms and conditions of a Development Agreement <br />entered into between the County and Trendwest pursuant to RCW 36.70B.170 <br />et sea. and Chapter 15A.11 KCC, Development Agreements, (b) the terms and <br />conditions of an MPR Project Development Permit and associated <br />MountainStar MPR Conditions issued by the County, and (c), in accordance <br />with such Development Agreement and Permit, development regulations <br />adopted by the County to implement the Revised MPR Policies in the <br />Comprehensive Plan; and <br />12. The Kittitas County Board of Commissioners find and conclude, for the <br />reasons set forth in greater detail in the Kittitas County Planning Department's <br />Staff' Report On Proposed MountainStar Master Planned Resort & Subarea <br />Plan dated August, 2000, that the addition of the MountainStar Master <br />Planned Resort Subarea Plan to the Comprehensive Plan as an amendment to <br />the Comprehensive Plan Land Use Designation Map will comply with all <br />applicable provisions of the GMA, including without limitation RCW <br />36.70A.080(2), RCW 36.70A.130(2)(a)(1) and RCW 36.70A.360, and the <br />Revised MPR Policies, including without limitation, GPO 2.184. <br />WHEREAS, testimony was taken and documentary evidence received by the Board of <br />County Commissioners from those persons washing to be heard; and, <br />WHEREAS, due notice of the hearings has been given as required by law. <br />NOW, THEREFORE, BE IT ORDAINED by the Board of Kittitas County <br />Commissioners, after due deliberation, that the MountainStar Master Planned Resort Subarea <br />Plan, attached hereto as EXHIBIT D and incorporated herein, is adopted for inclusion in the <br />Kittitas County Comprehensive Plan as new Chapter Nine thereof; and <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after <br />due deliberation, hereby adopts the MountainStar Planned.
