WHEREAS, following review and remand of the MPR Policies by the Eastern <br />Washington Growth Management Hearings Board ("Eastern Board"), the County adopted <br />revised MPR Policies ("Revised MPR Policies," now codified as Chapter 2.4 of the County's <br />Comprehensive Plan) by Ordinance No. 07-20 on December 30, 1997, and further amended the <br />Revised MPR Policies by Ordinance No. 98-20 on September 18, 1998; <br />WHEREAS, the Eastern Board concluded by order dated November 18, 1998, that the <br />Revised MPR Policies, as amended, fully comply with the GMA, and that order was not <br />appealed; <br />WHEREAS, on July 28, 1999, the County published a draft environmental impact <br />statement ("MountainStar DEIS") pursuant to the State Environmental Policy Act ("SEPA"), <br />Chapter 43.21 C RCW, analyzing the impacts of the MountainStar Master Planned Conceptual <br />Master Plan on the elements of the environment set forth in WAC 197-11-444; <br />WHEREAS, on April 10, 2000, the County published a final environmental impact <br />statement ("MountainStar FEIS") pursuant to SEPA, analyzing the impacts of the MountainStar <br />Master Planned Conceptual Master Plan on the elements of the environment set forth in WAC <br />197-11-444; <br />WHEREAS, the MountainStar DEIS and the MountainStar FEIS are collectively <br />referred to herein as the `.`MountainStar EIS"; <br />WHEREAS, following appeal hearings conducted pursuant to adopted rules of <br />procedure, the Board of County Commissioners issued a written decision through -Resolution No. <br />2000.79 dated July 24, 2000, concluding that the MountainSiar EIS is legally adequate under <br />SEPA and denying the EIS adequacy appeals filed by RIDGE, REBOUND arid- the City of <br />Roslyn; <br />WHEREAS, the County's Planning Department has conducted a thorough review of the <br />proposed MountainStar Master Planned Resort development; <br />WHEREAS, the Revised MPR Policies, and specifically GPO 2.184, require an <br />amendment to the County's Comprehensive Plan Land Use Designation Map for a specific site, <br />such as the Trendwest Property, proposed to be developed as an MPR; <br />WHEREAS, RCW 3 6.70A. 080(2), RCW 3 6.70A. 130(2)(a)(i) and KCC 15B.03.010(1) <br />authorize the County to adopt a Subarea Plan for the Trendwest Property in connection with the <br />proposed MountainStar Master Planned Resort development as an amendment to the <br />Comprehensive Plan Land Use Designation Map outside the annual Comprehensive Plan <br />amendment process; <br />WHEREAS, the adoption of such subarea plan and amendment would thereby apply the <br />Revised MPR Policies to the Trendwest Property; <br />Ordinance 2000-12 Page 2 <br />vlountainStar Resort Subarea Plan <br />
