f BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />ORDINANCE <br />NO. 2000-12 <br />An Ordinance Providing For The Addition Of The MountainStax Master <br />Planned Resort Subarea Plan to the Kittitas County Comprehensive Pian As <br />An Amendment To The County's Comprehensive Plan Land Use <br />Designation Map <br />WHEREAS, Trendwest Investments, Inc., a Washington corporation ("Trendwest <br />Investments'), owns approximately 6,217 acres of real property in Kittitas County ("Trendw---z w: <br />Property"); <br />WHEREAS, the Trendwest Property is more particularly shown in the drawing attached <br />as EXHIBIT A and more particularly described in the legal description attached as EXHIBIT B; <br />WHEREAS, Trendwest Investments is a wholly owned subsidiary of Trendwest Resorts, <br />f' Inc., an Oregon corporation registered to conduct business in the state of Washington <br />("Trendwest Resorts); <br />WHEREAS, Trendwest Investments and Trendwest Resorts are collectively referred to <br />herein as "Trendwest"; <br />WHEREAS, Trendwest applied to Kittitas County {"County") on March 7, 1997 for <br />approval to develop the Trendwest Property as the MountainStar Master Planned Resort ("MPR <br />Application") pursuant to RCW 36.70A.360 and the County's Comprehensive Plan Master <br />Planned Resort policies; <br />WHEREAS, the County adopted its Comprehensive Pian pursuant to the Washington <br />State Growth Management Act, Chapter 36.70A RCW ("GMA'), by Ordinance No. 96-10 on <br />July 26, 1996; <br />WHEREAS, RCW 36.70A.360 authorizes a county to permit the development of Master <br />Planned Resorts ("MPRs"), which may constitute urban growth outside of designated urban <br />growth areas, if such county adopts comprehensive plan policies to guide the development of <br />MPRs; <br />WHEREAS, the County amended its Comprehensive Plan by Ordinance No. 96-20 on <br />December 11, 1996 to adopt policies to guide the development of MFRS in Kittitas County <br />("MPR Policies"); <br />Ordinance 2000-I2 Page 1 <br />.4ountain5tar Resort Subarea Pian <br />
