Cook <br />RECOMMENDATION: <br />Direct staff provide SEIS comments within the prescribed comment period (April 20, <br />2023). <br />BRIEFING SUMMARY: <br />• The City of Cle Elum issued a "Combined Notice of Adoption of an Existing EIS <br />Document and Notice of Addendum" on March 9, 2023 — revised 47 degrees <br />North Master Site Plan Amendment. <br />• The approximate 889 -acre site requests approval for 707 residential units, RV <br />resort with 627 RV sites and a 25 -acre future commercial development (SEIS <br />Alternative 6). <br />• Previous attempts by Public Works to require weekend traffic mitigation failed. <br />• Revised SEIS presents concerns for PW. <br />BACKGROUND: <br />SEIS Alternative 5 — approved Bullfrog Flats Master Site Plan (no action alternative) <br />results from a 2002 adopted subarea plan (Ordinance 2000-012 — EXHIBIT 1). That <br />subarea plan authorized 1,334 residential units and a 75 -acre business park. The revised <br />request is for 707 residential units, RV resort with 627 RV sites and a 25 -acre future <br />commercial development (SEIS Alternative 6). The original Sun Communities <br />application did not result in required weekend traffic mitigation. <br />DISCUSSION: <br />PW has worked tirelessly supporting the applicant prepare traffic simulation modeling for <br />the original proposal from Sun Communities. We have afforded the applicant access to <br />our county transportation model and to our modelers — Fehr and Peers. PW has <br />cooperated throughout the SEIS process with the city of Cle Elum and the applicant. We <br />were significantly disappointed to learn that no weekend mitigation for traffic impact <br />resulted from the analysis — even though the analysis identified probable weekend traffic <br />impact. <br />Page 1 of 4 <br />Public Works "Work Session Staff Report", 2023 <br />
