PW is attempting to understand how an adopted subarea plan incorporated into the <br />County's comprehensive plan can be significantly modified by the City of Cle Elum <br />without action by the Board of County Commissioners. We are left with presuming city <br />annexations have somehow circumvented Board action. It appears that the county now <br />must sit by and see if the city is willing to pursue mitigations for county road network <br />impacts resulting from Sun's proposal. <br />Our draft review of the "Transportation Analysis Addendum", April 2021 and "Appendix <br />F — Summary of Mitigation Measures & Significant Unavoidable Adverse Impacts" is <br />attached as EXHIBIT 2 for Board consideration.
