8.5ConditionsPrecedenttoFinalPayment.MLEshallnotbeobligatedtomakefinalpaymenthereunderuntilthefollowinghavebeencompletedorsupplied:a.SuppodingdocumentationinformandcontentdeterminedbyMLE,hasbeenreceivedreviewedandapprovedbyMLE;andb.SubrecipientprovidessummaryofworkachievedpursuanttotheSOWasprovidedwiththegrantapplicationtoMLEwithfundingtheProject;andc.InspectionandapprovaloftheProjectbyMLEProgramstaff.SECTION9:REIMBURSEMENTANDPAYMENTTERMS9.1FederalFundApproval.MLEhasreœivedagrantfromtheUnitedStatesDepadmentofHomelandSecurity,UnitedStatesCoastGuardasdescribedpursuantto2CFR200.331onExhibitB.Inaccordancewith2CFR200.330,MLE'sdeterminationisthattheotherpanytothiscontractisasubrecipientandisthereforeasubrecipientoffederalfunds.9.2GrantFunds.Uponapprovalbyitsgoverningbodyorbodies,MLEshallprovidefederalgrantfundsintheamountofTwelveThousand,EightHundredNinety-Sixand35/100thsDollars($12,896.35)totheSubrecipienttofundtheProject.9.3Match.TheSubrecipientshallcontributeatleasttwenty-fivepercent(25%)ofthetotalprojectcostascostsharingornon-federalmatchasdescribedintheapprovedprojectbudget.Suchcostsharingormatchmaybeprovidedascashcostsorin-kindservicesprovidedsuchservicesarereasonableandnecessaryforgrantpurposes.VesselRegistrationFeescannotbeusedasmatch.Thesearenon-reimbursableitems.Allowabilityofanycostsharingormatchshallbedeterminedinaccordanœwith50CFRPart85;and2CFRPart200asapplicableandasadoptedinregulationby2CFR1402.100.TheSubrecipientshallmaintainrecordsthatadequatelydocumentthevaluationofnon-federalmatchlin-kindservicesinaccordancewith50CFRPart85;and2CFRPart200asapplicableandasadoptedinregulationby2CFR1402.100.TheSubrecipientshallsubmitasummaryofthevaluationtoMLE.FurtherinstructiononadequatevaluationofmatchexpensescanbeprovidedbycontactingtheMarineLawEnforcementCoordinatorortheProgramManager.9.3.1MatchingCashFunds.TheSubrecipientshallcontributethetotalsumofThreeThousand,TwoHundredTwenty-Fourand09/100thsDollars($3,224.09)incashorin-kindmatch.Itisunderstoodthatmatchcannotbefromanotherfederalsourceandarenon-reimbursablecosts.Inaddition,VesselRegistrationFeefundscannotbeusedasmatch;however,in-kindmatchasreportedintheVRFExpenditureReportcan.9.3.2MatchingNon-cashResources.Non-cashresources,in-kind;matchisallowableundertheFFAgrant.Anyexpenditurethesubrecipientincursinsupportoftheirrecreationalboatingsafetyprogramcanbeusedasnon-cashmatch.9.4AllowableCosts.AllcostschargedbytheSubrecipientmustbeeligible,necessary,andreasonableforperformingthetasksoutlinedintheapprovedprojectworkplan.Thecosts,includingmatch,mustbeincurredduringtheperiodofperformanceoftheprojectandMLE123-407SubrecipientAgreement-BoatingProgram(FFAGrantAward)Page9of35
