8.1.7EducationalpublicationswhichpromoteRBSeducationthatarealreadypreparedorthecreation,design,andprintingofpublications8.1.8PromotionofAdventuresinBoatingclasses,includingpresentationmaterials,lightrefreshments,androomrentalforclasses.8.1.9OtheritemsasdeemedbyMLEtobenecessanytocompletetheproject8.1.10SupportoftheBasicMarineLawEnforcementAcademybyagencieswhoprovidedMLErecognizedinstructors8.2Non-AllowableCostsandExpenditures.8.2.1Bulletproofvestsarebeneficial;however,equipmentofthisnatureisnotessentialformeetingtheestablishedcriteriainWAC352-65-040norisitrelatedtotheperformanceoftheRBSprogrammissionandisconsideredalocalagencyresponsibilitytopurchase.8.2.2Equipmentusedinrecoveroperations(diveequipment,etc.)whilebeingusedinanRBSsearchorinvestigationmodeare100%eligible.OncethisequipmentisusedforrecoveryoperationsitmustbeproratedbetweenRBSmissionsandrecoverymissions.8.2.3Handheldorportablenightvision,FLIRorthermalimagingdevicesarea100%allowableexpensewhileinRBSpatrol,search,orinvestigationmode.Oncethisequipmentisusedforrecoveryoperationsitmustbeprorated.PermanentlymountedandelectricallywiredFLIRandthermalimagingdeviœsare100%allowableexpenses.8.2.4HomelandSecuritymissions(weapons,etc.),oranyotherequipmentdeterminedasunrelatedbytheboatingprogramisnotanallowableexpense.8.2.5Firefightingequipmentisnotanallowableexpense.8.2.6Anyequipmentorvehiclesnot100%dedicatedtotheRBSmissionmustbeprorated,documentingtheamountoftimetheequipmentorvehiclewasdedicatedtotheprogram.8.2.7Operatingcostsforlawenforcementvesselsboats(staff,fuel,fluids,repairs,maintenance)oroperatingcostsforboatsusedtoservicefloatingrestrooms(staff,fuel,fluids)8.2.8Documentedstafforcontractlaborassociatedwithroutinecustodialandnon-routinemaintenanceandrepairs,thecostofthatpersonoperatingormaintainingthesystem.8.2.9OtheritemsasdeemedbyMLEtobeneœssarytocompletetheproject8.3ConditionsPrecedenttoAnyReimbursement.MLEshallnotbeobligatedtodisburseanyofthegrantfundstoreimbursetheSubrecipientforProjectcostshereunderunlessMLEhasreceivedfromtheSubrecipient:a.PriortoProjectplans,specifications,andcostestimate(s),statementofwork,requestforproposalorotherdocumentationfortheProject,documentsmustbeinformandsubstancesatisfactorytoMLE.MLE123-407SubrecipientAgreement-BoatingProgram(FFAGrantAward)Page7of35
