12/06/2022 MINUTES 2 <br />VICE-CHAIRMAN WRIGHT moved to approve Resolution No. 2022-222, To <br />Declare Equipment Surplus to the County. COMMISSIONER WACHSMITH <br />seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING COMPOST PROCUREMENT POLICY SOLID WASTE <br /> <br />At 2:06 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />an Ordinance Establishing a Compost Procurement Policy. <br /> <br />LISA LAWRENCE, ASSISTANT DIRECTOR reviewed a Staff Report and said <br />that under the new 2022 Organics Management Law ESHB1799, Kittitas <br />County is required to adopt a Compost Procurement Ordinance based on <br />its population. This new ordinance will require that the county <br />source compost for projects when possible. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />ORDINANCE 2022-014 COMPOST PROCUREMENT POLICY SOLID WASTE <br /> <br />VICE-CHAIRMAN WRIGHT moved to approve Ordinance No. 2022-014, <br />establishing a compost procurement policy for Kittitas County. <br />COMMISSIONER WACHSMITH seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING TARP-IT AIRPORT LEASE AIRPORT <br /> <br />At 2:09 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />the Tarp-It Lease at Bowers Field Airport. <br /> <br />DAVID OHL, AIRPORT DIRECTOR reviewed a Staff Report and said that <br />Lot H-12 has been occupied by Tarp-It, Inc. since January of 2019. <br />This lease will bring Tarp-It into compliance with the Bowers Field <br />leasing policy. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2022-223 TARP-IT AIRPORT LEASE AIRPORT <br /> <br />COMMISSIONER WACHSMITH moved to approve Resolution No. 2022-223 <br />Authorization to Execute a Lease to Tarp-It for Property at Bowers <br />Field. CHAIRMAN OSIADACZ seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING ADA TRANSITION PLAN PUBLIC WORKS <br /> <br />At 2:15 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />the adoption of the 2022 Americans with Disabilities Act (ADA) <br />Transition Plan. <br />
