The Subrecipienl agrees that to receive any fuderal preparedness funding, all EHp <br />compliance requirements outlined in applicable guidance musl be mel. The EHP review <br />process must be completed and FEiIA approval received by the Subreclplent before <br />any work is started for which reimbursement will be later requesled. Exp6nditures for <br />projects started before completign of the EHP review process and receipt 6f approval by <br />the Subrecipient will not be reimbursed. <br />6. PROCUREiIEI{Ta. The Subracipient shall comply with all procurement requirements of 2 CFR Part 2OO.71T <br />1nr9-ugh 200.327 and as specified in the GeneralTerms and Conditions (Attachment B, <br />4.10). <br />b. For allsole source conlrads expec-ted to exceed $250,000, the Subreci;rient must submit <br />to the Deparfnent for pre'procurement review and approval the procuriment documents, <br />such as requests for proposals, invitations for bids and indepenilent cost estimates. This <br />requlrement must be passed on to any non-fuderal entity to which tte Subrecipient makesa subaward, at which poinl the Subrecipient will be responsible for reviewing and <br />approving sole soure justifications of any non-federal entity to which the Subrecipient <br />makes a eubaurard. <br />7. SUBRECIPIENT MONITORIT{Ga- The Departmentwillmonitorthe activitiesof the Subrecipientftom award to closeoul. The <br />gogl of the Departmelt's monitoring adivities will be to ensure that agencies recaiving <br />federal pass"through funds are in complianoe with this Agreemenl, fedcial and state audf, <br />requirements, federal grant guidan@, and applicable federal and state financial <br />regulations, as well as 2 CFR Pan 200 Subpail F. <br />b. To document compliance u,ilh 2 GFR Pail 200 Subpart F requlrements, the Subrecipient <br />shall complele and retum to the Depaftnent an Audit Certification/FFATA form. Thisiormis requhed to be completed once per calendar year, per subrecipient, and not per <br />agreemg$ The Depadment's Contrac{s Office will request the Subrecipient submil an <br />updaled form at the beginning of eacfi calendar year in whicfr the SubrLcipient has an <br />active agreement. <br />c. Monitodng activities may include, but are nol limited to: <br />i. Review of financial and parformance reports <br />ii. Monitoring and documenting the completion of Agreement deliverables <br />iii. Documentation.of phone calls, medings (e.9. agendag sign-in sheets, meeting <br />minutes), emails and conespondence <br />iv. Review of reimbursement requesits and supporting documentation to ensure <br />allow-ability and consistency wlth Agreement work plan, budget, and federal <br />requirements <br />v. Observation and documentation of Agreement related activities, such as <br />€xercises, training, events, ard equipment demonstrations <br />vi. On-site visils to review equipment records and innentofieg to vedfy source <br />documentalion for reimbursement requests and performance reporb, anti to veriff <br />completlon of del iverables. <br />d. The Subreciplent is required to meef or excecd the monitoring actMties, as outlined <br />above, for any nonfederal enti$ to which the Subrecipient makes a subaward as a pass- <br />through entity under this Agreement. <br />o. Compliance will be monitored throughoutthe performance period to assess dsk.
