For disposition, if upon termination or at the Grant Agreement End Dale, <br />when original or replacement supplies or equipment acquired under a federal <br />award are no longer needed for thE original project or program or for other <br />activities arrently or previously supported by a federal dwaiOing agency, the <br />Subrecipient must comply wlth the following procedures: <br />A' For Supplies: lf there is a residual inventory oJ unused supplie exceeding <br />$5,000 in total aggregate value upon termination or cimpletion of the <br />project or plogram and the supplies are not needed for any olher federal <br />awatd, the Subrecipient must retain the supplies for use on other acliyilies <br />or sell lhem, but musl, ln either caso, compensate the federal government <br />for its share. The amount of compensation must be computed i-n the same <br />manner as for equipment. <br />B. For Equipment: <br />1) ltems with a cunent per-unit fair-market value of $5,000 or less may <br />be retained, sold, transferred, orotherwise disposed of with no further <br />obligatlon to the federalawarding agency. <br />2l ltEms wtth a cunent per-unit iair-market value in exoass of $5,000mqy be retained or sold. The Subrecipient shall compensate lhe <br />S!9r9l lwarding agency in aocordance with the requirbments of 2 <br />cFR 200.313 (e) (2). <br />ix. Records for equipment shall be retained by the Subrecipient for a period of six <br />years from tt9.da!e of the disposition, replacement, or transfer. ll iny llligation, <br />claim, or audit is started before the expiration of the six-year period, the rlcqOs <br />shall be retained by lhe Subreoipient until all litigatlon, ilalmi, or audit findings <br />lnvohing the records have been resolved. <br />The Subrecipient shallcomply with the Department's Purchase Revleuv Procees, which is <br />incorporated by reference and made part of this Agreement. No reimbursement will beprovided unless the appropriate approval has been ieceived. <br />c. Allowable categories for the EMPG Pmgram are listed on the Authorized Equipment List(AEL) located on the FEMA <br />tools/authorizgd-eouioment-list. lt <br />website at <br />is important that the and any <br />entr'$ to wfrich lhe Subrecipient makes a subaward regard AEL as an authorized <br />purchasing list ldentifflng items allowed under the specific grant progmm and indudes <br />ilemsthat may not be categodzed as equipment according to the ftderal, strate, local, and <br />tribal definitions of equipment.The Subreclpient is solely responsible for ensuring and <br />documenting purchased items under this Agreement are authodzed as allowad ltems by <br />the AEL altime of purchase. <br />lf the item ls not identilied on the AEL as allovable under EMPG, the Subredpient must <br />contact the Department Key Personnel for assistance in seeking FEMA approval pfior to <br />acqubition. <br />d' Unless_exPressly proWed otherwise, ail equlpmenl must meet all mandatory regulatory <br />ard/or DHS/FEMA adopted standards to be elfiible br purchase using fedeiat iward - <br />funds. <br />e' lf-funding is allocated to emergency communicatlons, the Subrecipient must ensure thatall prcfec{s cgmply with SAFEGOM Guidance on Emergency Cirmmunications Grants <br />ensufng the inwstments are compatibb, interoperable,-reilibnt, and support national <br />goals and objectives for improving emergency communications. <br />t Effective August 13,2020, FEMA reclpiente and subreclpients, as well as their contractors <br />and subconbaclors, may not obligate or expend any FEMA award fr,rnds to: <br />DHS.FEMA.EMPG-ARPA.FY2 1 Page € of 34 Kittitas County Sherlfs Otrce EM, 822-2il
