The required Marine Law Enforcement Patrol Vessel Replacement, Federal Financial Assistance Grant Application and any other required standard forms MUST be signed by your organization's authorized official. 20. Proof of Timely Submission a. All applications must be USPS post marked no later than June 30,2022, at 5:00 p.m. Pacific Standard Time. Any application received after that time will not be considered. 21. Application Review Information a. Criteria: To be considered for funding, applications will be evaluated on how the proposal program addresses the five following criteria:i. Proposed Work - evaluate the adequacy of the proposal, including the goals, objectives, timelines, milestones, and deliverables. ii. Strategic Priority - evaluate how the proposed work addresses significant federal and state recreational boating safety priorities. iii. Capacity to complete work - evaluate administrative and technical capacity of the applicant to successfully accomplish the objectives. iv. Cost/Price Factors - proposals will be evaluated for reasonableness. Total costs will be taken into consideration and those proposals found to be most advantageous to the Government will be rated higher. v. Sustainability - applicant organization's ability to continue the program goals beyond thegrant funding and to accomplish long-term meaningful participation in state and federal recreational boating safety missions. vi' Previous performance on current or past cooperative agreements with the Washington State Parks Boating Program. Applicants that have received funding in the past will be evaluated and ranked on their past performance including fulfillment of meeting the deliverable deadlines. 22. Review and Selection Process: a. Proposals will be reviewed and evaluated by a six to ten professionals from government, non-government, marine law enforcement professionals, grant review professionals and non-profit organizations with a history of partnerships and capacity building. This panel will provide evaluation, technical oversight, and strategic direction to the Marine Law Enforcement Patrol Vessel Replacement, Federal Financial Assistance Grant Program. Based on the above criteria, funding recommendations will be made for each proposal.b. Due to limited funding or for other reasons, the program may negotiate selected project scopes of work and budgets prior to award. If negotiations are initiated, applicants will have to submit a revised application form and narratives prior to award. The Washington State Parks Boating Program will make awards based on final, approved applications that parallel their awards in scope and funding amount.c. The Washington State Parks Boating Program may not make a federal award to an applicant that has not completed the DUNS registration or the UEI registration. If an Page 8 of 17
