applicant selected for funding has not completed their DIINS number registration or UEI <br />registration by the time they submit their application to the Washington State Parks <br />Boating Program, the application will not be considered. The program can use that <br />determination as a basis for making an award to another applicant. <br />d. Prior to award, the Washington State Parks Boating Program will evaluate the risk posed by <br />applicants as required in 2 CFR200.205. The Washington State Parks Boating Program uses <br />the results of the risk evaluation to establish monitoring plans, recipient reporting frequency <br />requirements, and to determine if one or more of the specific award conditions in 2 CFR <br />200.207 should be applied the award. <br />23. Federal Award Administration <br />a. Award Notices: Following review, applicants may be requested to revise the project <br />scope andlor budget before an award is made. Successful applicants will receive written <br />notice in the form of a notice of award document. Notices of award are typically sent to <br />recipients by e-mail. If e-mailnotification is unsuccessful, the documents will be sent by <br />USPS. Award recipients are not required to sign/return the Notice of Award document. <br />The recipient will receive a contractual agreement from the Washington State Parks <br />Contracts Department. The recipient will be required to sign two contractual agreements <br />and return both to the contracts department pursuant to their instructions. Awards are <br />based on the application submitted to, and as approved by, the Washington State Parks <br />Boating Program. The notice of award document will include instructions specific to each <br />recipient on how to request payment. If applicable, the instructions will detail any <br />additional information/forms required and where to submit payment requests. <br />NOTE: Applicants whose projects are not selected for funding will receive written notice by e-mail, <br />within one month of the final review decision. <br />24. Award Terms and Conditions: See the Washington State Parks Boating Program "Federal <br />Financial Assistance Grant Award Contract" for the administrative and governing policy <br />requirements applicable to Washington State Parks Boating Program awards. <br />25. Payments: <br />a. This grant operates on a reimbursement basis for approved expenditures. The recipient <br />has indicated that they have the ability to make any purchases through their own budget <br />resources. The recipient will be required to complete form A-19 Invoice Voucher and <br />attach the appropriate invoices. Those documents will then be sent to the Boating <br />Program for review and authorization. Once authorized, the requests will be forwarded to <br />the Boating Programs Fiscal Lead and then to Washington State Parks accounts payables. <br />26. Reporting Requirements: <br />a. Financial Reports <br />i. All recipients must use form A-19 to request reimbursement for allowable <br />expenditures under this grant. The request for reimbursement must also include an <br />invoice of purchase from the vendors. All recipients must submit their finalA-19 <br />and invoices no later than October 31, 2023. Reimbursement requests submitted <br />after that date without prior authorization will not be considered. <br />b. Performance Reports <br />i. Performance reports must contain a comparison of actual accomplishments with the <br />established goals and objectives of the award; a description of reasons why <br />established goals were not met, if appropriate; and any other pertinent information <br />Page 9 of 17
