Prohibition on Issuing Awards to Entities that Require Certain Internal <br />Confidentiality Agreements: Domestic (U.S.) non-Federal entities requiring their <br />employees or contractors to sign internal confidentiality agreements or statements that <br />prohibit, or otherwise restrict, such employees or contractors from lawfully reporting waste, <br />fraud, or abuse to a designated investigative or law enforcement representative of a federal <br />department or agency authorized to receive such information are not eligible to compete for <br />or receive a federal award. See Pub. L. 113-235. Title VII. Division E. Section 743 for more <br />information. <br />c. Excluded Parties: Law enforcement agencies who are not an approved marine law <br />enforcement program as authorized by Washington State Parks Boating Program are not <br />eligible to apply for this grant. <br />7. Application Requirements: <br />DO NOT MERGE INDIVIDUAL DOCUMENTS INTO A SINGLE PDF FILE <br />8. Application Form and Content Requirements <br />a. Applicants must submit the following: <br />i. Applicants must submit the Marine Law Enforcement Patrol Vessel Replacement, <br />Federal Financial Assistance Grant Application as provided with this funding <br />announcement. All required attachments must accompany the grant application. <br />9. Project Narrative <br />a. Public Need - Recreational Boating Safety Need Narrative: Describe how the <br />replacement of your primary patrol vessel will assist your program in addressing <br />recreational boating safety This narrative should at a minimum address 1) a-f on the <br />application form. It is recommended that any additional information you want the <br />reviewing committee to use in the evaluation of your application to be included in the <br />narrative. Information on past program performance or lack thereof because of the <br />primary patrol vessel's operability would be beneficial. <br />b. Public Benefit - Recreational Boating Safety Benefit Narrative: Describe how your <br />project will result in measurable benefits for the recreational boating community. Items 2) <br />a-c must be addressed in the Recreational Boating Safety Benefit Narrative. Supporting <br />data should be included to help evaluate the application and support your estimates. In <br />addition, the applicants plan of action regarding staffing shortages and the effect they have <br />on marine patrols should be explained in this section. The applicant must demonstrate <br />that despite manpower shortages, marine patrols will continue to meet the minimum <br />standards as established through the IntergovernmentalAgreement establishing the <br />agency as an approved marine law enforcement program. <br />c. Cost Benefit - Cost Benefit Narrative: Describe how your project will be implemented <br />to provide the greatest cost benefit ratio. The applicant's narrative should include an <br />explanation of how the use of federal funds will benefit the recreational boating <br />community. How will the use of federal and local matching funds be utilized to ensure a <br />financially feasible investment into recreational boating safety in Washington state. The <br />Page 4 of 17
