Partnerships and Project Support - Partnership and Project Support Narrative: <br />Describe the monetary and non-monetary support secured to help implement your <br />project. Describe the commitments from the local government for the application and <br />acceptance of the grant application, conditions, and financial obligations. Explain how <br />the applicant engaged with local community groups and partners to support the purchase <br />of a replacement patrol vessel. Explain if the applicant secured additional funding, other <br />than governmental funding, to enhance this project. In addition, address 4) a-c in the <br />narrative. Supporting documents are a requirement of this funding opportunity and are <br />described in part VI of the application. <br />e. Program Monitoring and Evaluation - Program Monitoring and Evaluation <br />Narrative: Detail the monitoring and evaluation plan for the program. Building on the <br />stated program objectives, sections l)-4), describe tactics to be used to measure and <br />evaluate the effectiveness of the project by identifying what you will measure (i.e., <br />quantitative/quantifiable indicators) and how you will measure (i.e., methods, sample <br />size, survey tools). Detailthe expected direct effect(s) of the program on the recreational <br />boating public. <br />10. Timeline & Approach: <br />a. Describe the overall approach to who, what, where, when and how of the actions your <br />project will require. Be as specific, measurable and time bound as possible. It is helpful to <br />provide a list of key milestones (e.g., official quotes, match commitment letter, agency head <br />commitment letter, delivery timeline, invoicing deadlines, etc.). A bulleted list is acceptable <br />for this section. Budget Narrative: <br />a. Submit a detailed budget using the Excel budget table template provided with this funding <br />opportunity and application packet. In a separate narrative titled "Budget Nanative", <br />explain, and justiff all requested budget items/costs. Detail how the Marine Law <br />Enforcement Patrol Vessel Replacement, Federal Financial Assistance Grant budget <br />worksheet totals were determined and demonslrate aclear connection between costs and <br />the proposed program activities. For personnel salary costs, include the base-line salary <br />figures and the estimates of time (as percentages) to be directly charged to the program. <br />b. Itemize all budget items in sufficient detail to enable reviewers to evaluate the <br />appropriateness of the funding requested. Budget items should be characterized as direct <br />(such as salary, benefits, travel, vesselpurchase costs, equipment costs). <br />12. Conflict of Interest Disclosure <br />a. Applicants must state in their application if any actual or potential conflict of interest <br />exists at the time of submission. Conflicts of interest include any relationship or matter <br />that might place the recipient, including their employees and subrecipients, in a position of <br />conflict, real or apparent, between their responsibilities under the award and any other <br />outside interests.
