a. The WSPRC Boating Program will award four (4) Federal Financial Assistance pass- <br />through grants because of selections made from this request for proposals. The anticipated <br />staft date is October 1,2022 but may be later depending on the project. Approved Marine <br />Law Enforcement programs are eligible to compete for new awards. These awards will be <br />in additional to any other Federal Financial Assistance Grant the approved program is <br />entitled to. Up to $150,000.00 will be awarded per grant on or about October 1,2022. <br />This is a onetime grant opportunity and is not reoccurring. A minimum of 25%o of the total <br />award amount is required as match. This award includes only those costs related to the <br />purchase and equipping of a new patrol replacement for the agencies primary patrol <br />vessel. The grant is not intended to increase the agencies fleet but to replace the primary <br />patrol vessel. <br />b. Awards will be made as Federal FinancialAssistance pass-through grants to meet federal <br />and state guidelines: <br />c. Responsibilities will include: <br />i. Evaluate applications submitted by approved marine law enforcement programs. <br />ii. Participate and collaborate jointly with the recipient in canying out the scope of <br />work. <br />iii. Aid in guidance of approved law enforcement applicants to meet the <br />requirements of the application process. <br />iv. Help present program accomplishments to the WSPRC, USCG and the public. <br />v. Site visits will be performed to ensure program objectives are being met. <br />4. Eligibility Information <br />^. Eligible Applicants: <br />i. Applications must be a Washington State Parks approved marine law enforcement <br />program as required by the Washington Administrative Code, 352-65. Eligible <br />applicants submitting proposals should have the necessary technical and <br />administrative abilities and resources to ensure successful execution of the <br />program. The marine law enforcement patrol vessel replacement grant funding is <br />intended to provide approved marine law enforcement agencies the opportunity to <br />replace an aged or high cost to operate patrol vessel. It is also intended to provide a <br />funding source for agencies that might not otherwise have the financial resources <br />to secure a new replacement patrol vessel. This funding opportunity is intended to <br />replace an agency's primary patrol vessel and not add to the agency's patrol fleet. <br />5. Cost Sharing or Matching: <br />^. Cost sharing or matching of twenty-five percent (25%) is required for this funding <br />opportunity. Applicants must demonstrate the ability to match up to $37,500.00 in actual <br />monetary resources. "In-kind" donations will not satisfy the match requirement. <br />6. Other Eligibility Criteria: <br />^. Unique Entity Identifier Registration: All applicants are required to obtain aData <br />Universal Numbering System (DLINS) number from Dun & Bradstreet to submit a grant <br />application. See the "Submission Requirements" section of this document below for more <br />information on DUNS numbers and how to obtain them.
