• Civil3D base map of the project area <br />TASK 3 — Agency Coordination Related to JARPA Submittal <br />1. Joint Aquatic Resources Permit Application (DARPA) preparation and submittal is included as part of a separate <br />AIP grant for Advanced Engineering for NEPA Analysis (ELN 3-53-0026-015-2020), however this task is related <br />to coordination of and attending a site visit (either in person or virtual, if necessary) in which the consultant <br />will meet permitting agencies (US Army Corps of Engineers, Washington Dept of Fish and Wildlife, and Kittitas <br />County Planning Dept) on-site to discuss the mitigation concept, if the agencies are able and willing to do so. <br />DELIVERABLES: <br />• One site visit/meeting, at the Airport, to meet permitting agencies and walk the proposed area of mitigation, <br />in conjunction with the JARPA submittal. <br />• Site visit meeting agenda and meeting minutes. <br />TASK 4 — Critical Area Report Update <br />1. A Critical Areas Report (CAR) was assembled as part of the EA project under a separate AIP grant (ELN 3-53- <br />0026-013-2018). The CAR was assembled with reference to Kittitas County Critical Areas Ordinance, which was <br />updated during the later stages of the EA project. This task involves the updating of the CAR to reflect the <br />current version of the Kittitas County Critical Areas Ordinance, for use in permitting related to the wetland and <br />stream mitigation project. <br />2. This task will also address Washington Department of Fish and Wildlife's comments on the CAR and proposed <br />mitigation that was received during the EA phase. <br />3. It is anticipated that there will be two rounds of review of the CAR, one by the Airport and one by Kittitas <br />County Community Development. <br />DELIVERABLES: <br />• An updated Critical Areas Report, based on current Kittitas County Critical Areas Ordinance. <br />TASK 5— Mitigation Plan <br />o This task includes the production of a Compensatory Mitigation Plan that reflects the current version of <br />the Kittitas County Critical Areas Ordinance, to address impacts to regulated ecological critical areas by <br />the project. <br />o An initial assessment of the viability and justification for on-site wetland mitigation was conducted as <br />part of the EA. This information was described in a memo titled Justification for Wetland Mitigation at <br />Bowers Field (ELN) dated December 9, 2021 written by Jacobs Engineering for Kittitas County. and the <br />information and mitigation concept presented in this memo will be utilized and advanced for this <br />Mitigation Plan. <br />o It is anticipated that there will be two rounds of review of the Mitigation Plan, one by the Airport and <br />one by Kittitas County Community Development. <br />o It is anticipated that there will be a virtual meeting with Kittitas County Community Development <br />Services to confirm the proposed mitigation ratios and buffer mitigation requirements. <br />
