d.MLEwillreimburseSubrecipientuptoanadditional$5,000.00whosupplyarecognizedBMLEinstructorfor80hours.Forinstructorserviceslessthan80hours,asumof$500.00perdaywillbeawarded.TheadditionalawardisavailableforusecommencingonJune1,2022.e.TheSubrecipientmaynotexceedtheapprovedbudgetwhichwasproposedbytheSubrecipientaspartoftheSubrecipient'sSubrecipientGrantApplicationthatwasacceptedbyMLE.TheSubrecipient'sbudgetisattachedtothisagreement(Attachment"B").IftheSubrecipientwouldliketochangetheallocationsoffundstotheoriginalbudget,abudgetamendmentrequestmustbesentinwritingviaemailtoMLEinadvanceoftheexpensebeingincurred.f.Ifaboat,avehicle,orequipmentisusedpartiallyforotherpurposes,costsmustbepro-ratedforthatportionoftheirusethatisforRecreationalBoatingSafetyActpurposes.8.4ConditionsPrecedenttoPartialProgressPayment(s).MLEshallnotbeobligatedtomakepartialprogressreimbursementpayment(s)hereunderuntiltheappropriatesupportingdocumentationandreimbursementformhasbeensubmittednolessthanonaquaderlybasisofthepercentageofProjectcompletionhashavebeenreceived,reviewedandapprovedbyMLE.InnoeventshallMLEdisbursemorethanfiftypercent(50%)oftheamountindicatedinSection9.2-GrantFundsasprogresspayments.8.5ConditionsPrecedenttoFinalPayment.MLEshallnotbeobligatedtomakefinalpaymenthereunderuntilthefollowinghavebeencompletedorsupplied:a.SuppodingdocumentationinformandcontentdetemlinedbyMLE,hasbeenreceivedreviewedandapprovedbyMLE;andb.Subrecipientprovidessummaryofwod<achievedpursuanttotheSOWasprovidedwiththegrantapplicationtoMLEwithfundingtheProject;andc.InspectionandapprovaloftheProjectbyMLEProgramstaff.SECTION9:REIMBURSEMENTANDPAYMENTTERMS9.1FederalFundApproval.MLEhasreceivedagrantfromtheUnitedStatesDepadmentofHomelandSecurity,UnitedStatesCoastGuardasdescribedpursuantto2CFR200.331onExhibitB.Inaccordancewith2CFR200.330,MLE'sdeterminationisthattheotherpartytothiscontractisasubrecipientandisthereforeasubrecipientoffederalfunds.9.2GrantFunds.Uponapprovalbyitsgoverningbodyorbodies,MLEshallprovidefederalgrantfundsintheamountof$9,981.99totheSubrecipienttofundtheProject.9.3Match.TheSubrecipientshallcontributeatleasttwenty-five(25%)ofthetotalprojectcostascostsharingornon-federalmatchasdescribedintheapprovedprojectbudget.Suchcostsharingormatchmaybeprovidedascashcostsorin-kindservicesprovidedsuchsenticesarereasonableandnecessaryforgrantpurposes.VesselRegistrationFeescannotbeusedasmatch.Thesearenon-reimbursableitems.AllowabilityofanycostMLE123-122SubrecipientAgreement-BoatingProgram(FFAGrantAward)Page9of64
