8.1.2RBSsalariestoincludetime,salaries,benefitsandwagesforofficersordeputieswhopossessaWashingtonStatePeaceOfficersCedification,arefullycommissionedtoenforcethelawsofWashingtonstateandwhohavecompletedanRBScoursesacceptabletoStateParks(BMLEorequal).8.1.3Time,salaries,benefitsandwagesforofficersordeputieswhopossessaWashingtonStatePeaceOfficersCertification,arefullycommissionedtoenforcethelawsofWashingtonstate,andwhohavenotcompletedaBMLEcourseisacceptableONLYwhenworkingwithanRBStrainedofficerANDwhentheagencyhasawritten"two-officerpolicyforofficersonmarinepatrolforthepurposeofofficersafety.8.1.4ProvidinginstructorsfortheAdventuresinBoatingcoursethatqualifiesgraduatesfortherequiredmandatoryboatereducationcard.Costmayincludeclassroomsupplies,lightrefreshments,othergoodsandservicesnecessarytopromoteandteachclasses,andofficersalaries,benefitsandwages.OfficersalarieswillonlybereimbursedforthoseofficerswhohavesuccessfullycompletedStateParksAdventuresinBoatingInstructorTrainingClassandarelistedonourfiles.8.1.5RBStrainingasoutlinedintheAllowableCostsandExpendituresforStateVesselRegistrationFeesandFederalAssistanceGrants(Attachment"C")8.1.6RBSEquipmentasoutlinedintheAllowableCostsandExpendituresforStateVesselRegistrationFeesandFederalAssistanceGrants(Attachment"C").Anyequipmentexpendituresovertwothousandtwohundredandfiftydollars($2,250.00)mustreceiveauthorizationfromstateparkspriortopurchase.8.1.7EducationalpublicationswhichpromoteRBSeducationthatarealreadypreparedorthecreation,designandprintingofpublications8.1.8PromotionofAdventuresinBoatingclasses,includingpresentationmaterials,lightrefreshmentsandroomrentalforclasses.8.1.9OtheritemsasdeemedbyMLEtobenecessarytocompletetheproject8.1.10SupportoftheBasicMarineLawEnforcementAcademybyagencieswhoprovidedMLErecognizedinstructors8.2Non-AllowableCostsandExpenditures.8.2.1Bulletproofvestsarebeneficial,however,equipmentofthisnatureisnotessentialformeetingtheestablishedcriteriainWAC352-65-040norisitrelatedtotheperformanceoftheRBSprogrammissionandisconsideredalocalagencyresponsibilitytopurchase.8.2.2Equipmentusedinrecoveroperations(diveequipment,etc.)whilebeingusedinanRBSsearchorinvestigationmodeare100%eligible.OncethisequipmentisusedforrecoveryoperationsitmustbeproratedbetweenRBSmissionsandrecoverymissions.8.2.3Handheldorportablenightvision,FLIRorthermalimagingdevicesarea100%allowableexpensewhileinRBSpatrol,searchorinvestigationmode.Oncethisequipmentisusedforrecoveryoperationsitmustbeprorated.PermanentlymountedandelectricallywiredFLIRandthermalimagingdevicesare100%allowableexpenses.MLE123-122SubrecipientAgreement-BoatingProgram(FFAGrantAward)Page7of64
