IntergovernmentalAgreementAgenciesmaychargeactual,directadministrativecoststotheVRFaccount-suchasstaffhoursittakestofilloutforms,ortomaintainthededicatedaccount-butmaynotchargeadministrativefeesbasedonanestimatedpercentage.Participatingagenciesmustmaintainaccurateannualrecordsofactivitiesandexpendituresoftheirboatingsafetyprograms.ThoserecordsmustbeprovidedtoStateParksconsistentwiththeiragreement,oruponrequest.TheagencymustalsopermitStateParkstoaudittheuseoffundsinaccordancewithgenerallyacceptedauditpracticesandstandards.LinkstolocalordinancesWhenthelocaljurisdictionadoptsordinancesgoverningrecreationalboating,theordinancesmustbeatleastasrestrictive,butmaybemorerestrictivethanWashingtonstateboatinglawsandregulations.ParticipatingagenciesmustsubmitaweblinktoallsuchordinancestoStateParksusingthedesignatedfieldintheA-299Form.OperationalRequirementsOfficer/DeputyQualifications/Training/TrainingCurrencyParticipatingagenciesmustprovideOfficers/DeputieswithlawenforcementcertificatesfromtheCriminalJusticeTrainingCommissionwhichauthorizesthemtoenforceallboatinglawsandregulations.AllOfficers/DeputiesmustmaintainacurrentWashingtonStatePeaceOfficersCertification.ParticipatingagenciesareresponsibleforacquiringtherequiredtrainingforallRBSOfficers/Deputies.WashingtonStateParksprovidestwoormoreBasicMarineLawEnforcementAcademieseachyeartohelpagenciesfulfillthisrequirement.Thesecoursesareprovidedatnocharge.Theyaretaughtinthespring-usuallyoneinWesternWashingtonandoneinEasternWashington.Officers/Deputiesmayattendotherbasicboatingsafetytraining,ifapprovedbyStateParks.ThoseapprovedcoursesaretheFederalLawEnforcementTrainingCenter's(FLETC),MarineLawEnforcementTrainingProgram(MLETP),orNationalAssociationofBoatingLawAdministrator's(NASBLA)BoatCrewmancourse(BCM).SuchtrainingmustbeacquiredwithinoneyearofinitiatinganewboatingsafetyprogramandwithinoneyearforeachnewlyassignedboatingsafetyOfficer/Deputy.WashingtonStateParks'MarineLawEnforcementTrainingAcademyisaccreditedthroughtheNASBLA'sBoatOperationandTraining(BOAT)Program.Asatermofaccreditation,StateParksmustensurethatallactivemarineOfficers/DeputiesmaintainproficiencyinbasicRBSskills.Thisisimportantbecausetheseskillsareperishablebutcriticaltooperateinamarineenvironment.AllagenciesmustsubmitaBOATCurrencyRequirementsReportFormforallactivepersonnellistedintheA-299.ThesereportsarePage55of64
