IntergovernmentalAgreementReportingRecreationalBoatingActivitiesandFinancialDataSOAR-SummaryofActivityReportsASummaryofActivitiesReport(SOAR)formmustbesubmittedatleastquarterlytoStateParks.However,agenciesareinvitedtoreportactivitiesdaily,weekly,ormonthly.Thisform,andinstructionsonhowtofillitout,islocatedathttp://mle.parks.wa.gov/.VesselRegistrationFeeExpenditureReportThisannualreportformmustbesubmittedbyOctober15eachyeartoStateParks.TheformfulfillstherequirementsofWAC352-65-040(9)whichrequireseachparticipatingagencytosubmitanannualaccountofprogramexpendituresshowingtheamountofvesselregistrationfeesreceived,spent,andremainingintheirdedicatedaccount.Theymustalsoshowtheamountof"localspending"onrecreationalboatingsafetyactivities."Localspending"istheamountagenciesspendontheRBSmissionandcannotcomefromothergrantsources.LocalspendingisrequiredbecauseRCW88.02.650specifiesthat"[VRF]Fundsmaynotsupplantlocalfundsusedforboatingsafetyprograms".Thisform,andinstructionsonhowtofillitout,islocatedathttp://mle.parks.wa.gov/.SupportinqFinancialDocumentsEveryVesselRegistrationFee(VRF)ExpenditureReportmustbeaccompaniedwiththefollowingreports:•FinancialSystemReport:Areportfromtheagencyfinancialsystem(notExcel)showingadedicatedaccountforthedepositofstateVRFfundsreceivedfromtheOfficeofStateTreasurer(Enclosure4).•VRFFundBalanceReport:Areportshowingthefundbalanceofthededicatedaccount(Enclosure5).TheVRFfundbalanceonthissystem-generatedreportshouldmatchthebottomlineontheVRFreport("TotalRemainingBalanceofStateVRFfundsforFiscalYear").DedicatedAccount/LimitationsontheUseofFunds/AccountabilityParticipatingagenciesmustdepositVRFfundsallocatedbythestatetreasurer,underRCW88.02.650,intoanaccountdedicatedsolelyforboatingsafetypurposes,whichincludeallactivitiesorexpendituresidentifiedinthissection.Seethedocument"AllowableCosts&ExpendituresforStateVesselRegistrationFees&FederalAssistanceGrants"forathoroughexplanationofeligibleexpenseslocatedathttp://mle.parks.wa.gov/.VesselRegistrationFeesareintendedtoincreasetheeducationandenforcementeffortsoflocalagenciesandstimulategreaterlocalparticipationinboatingsafety.Theycannotbeusedtofundanyactivitiesexceptthosethatarepartoftherecreationalboatingsafetymission.Page54of64
