IntergovernmentalAgreementAdministrative&FinancialRequirementsAnnualAgreement-TheA-299ApplicationFormEachagencyisrequiredsignanagreementwithStateParksbysubmittingacompleteA-299applicationform.TheA-299containsseveralinformationalfieldsthatmustbefilledoutcompletelytobeconsideredandaidsinthecontinuedapprovaloftheagency'sprogram.TheseformsaredueeachyearbyOctober15.Agenciesmustprovideinformationontheircurrentstaff,training,aninventonyofvessels,andtheanticipatedpatrolschedule.Theformalsodefinesthespecificrequirementsyouragencyiscommittingtoinexchangeforvesselregistrationfees.Thisform,andinstructionsonhowtofillitout,islocatedathttp://mle.parks.wa.gov/.DesignatedMarineLeadIConferenceAttendance/SurveysEachagencyhasauniqueanddifferentoperationalenvironmentthatofferavarietyofsolutionstoensureMarineLawEnforcement(MLE)unitoperations,enforcement,fiscalandadministrativefunctionsareconductedaccordingtobestpractices.SomeagenciesmayhaveaLieutenantservingtheMLEUnitSupervisorandcrewmemberconductingvesseloperationsandpatrols.OtheragenciesmayhaveaSergeantasasupervisoranddifferentcrewmemberconductingvesseloperations.Recognizingthis,StateParksrequireseachagencytodesignatea"MarineLead",whichisthepersonresponsiblefortheday-to-dayoperationsofitsmarineprogramandactsasthepoint-of-contactwithStateParksonallissuesandmattersrelatedtothatagency'sMLEunit.WhiletheSherifforChiefofPoliceisultimatelyresponsibleforensuringtheiragencyismeetingalltheprogramrequirements,theMarineLeadisthepersonimplementingtheirguidanceandcommunicatingthattootherMarineUnitmembers,StateParks,andthepublic.TheMarineLeadisresponsibleto:•EnsureallrequiredreportsarecompletedandsubmittedtoStateParkswithinduedateguidelines.•Submitpersonnelnamestoattendtrainingcoursesandconferences.•Attendtheannualfallconference.•EnsurethatB.O.A.T.CurrencytrainingisconductedandreportedtoStateParks.•UtilizeMarineSECTORwithintheiragency.•CommunicatewithStateParksonallmattersandissueswhichmayarisearoundrecreationalboatingsafetyandmarinelawenforcement.•RespondtosurveysfromStateParks.StateParksalsorequirestheagencytodesignatea"MarineSupervisor",whichisthepersonwithadministrativesupervisionoftheagency'sMLEprogram.Page53of64
