7.1.2DesignPreparation.TheSubrecipientshalldesignaprojectthatwillhaveareasonablylikelihoodofpositivelyimpactingthereductionofboatingaccidents,boatinginjuries,andboatingfatalities.SuchdesignshallincludeapplicableitemsontheChecklistforPlansandSpecificationsasprovidedintheSubrecipient'sMLEGrantApplication(Attachment"A").7.1.3Purchase.TheSubrecipientshallmakenopurchasesinexcessof$2,500.00withoutpriorwrittenauthorizationbyMLE.AllpurchasesmustbeinthefurtheranceofrecreationalboatingsafetyandmustadheretotheguidelinessetoutintheintheAllowableCostsandExpendituresforStateVesselRegistrationFeesandFederalAssistanceGrantsmanual.(Attachment"C").7.1.4PeriodicInspections.SubrecipientherebygrantstotheRecipient,oritsauthorizedrepresentative,aright,equalintimetosixyearsfromthedateofthelastsignatureonthisdocument,toenteruponSubrecipient'spropertyasdeemednecessarybytheRecipientforinspectiondocumentsandanyequipment.Theseperiodicinspectionsareintendedtoensurecontinuedcompliantuseoftheawardedfundstowardrecreationalboatingsafetyenforcementandeducation.materials,products,andworkmanshiptotheoriginalapprovedplansandspecifications.Theseinspectionsrequirea30-dayadvancenotificationtotheSubrecipientofsuchinspectionoraccess.7.1.5CommercialandOtherUses.a.ForpurposesofthisSection7-ResponsibilitiesofEachPady,CommercialUsemeansanyactivityonoraffectingtheProjectthatwasnotdescribedintheSubrecipient'sproposal,ornotapprovedinwritingbyMLE,wheretheSubrecipient:1.hasfinancialprofitasagoal,2.chargesanyfeesorreceivesanybenefittoprovideservices,suppliesorgoods,or3.allowsthirdpartiestochargeanyfeesorreceiveanybenefittoprovideservices,suppliesorgoods.b.SubrecipientmustrestrictuseoftheProjectfundstoonlyrecreationalboatsboatingsafetyenforcementandeducation.7.1.6Publications&Advertising.TheSubrecipientshallincludethefollowingstatementifpublishinganyreport,newsreleaseorpublicationregardingthisproject:"PadialfundingwasthroughtheWashingtonStateParksandRecreationCommissionMarineLawEnforcementProgram,andincooperationwithU.S.RecreationalBoatingSafetyAct"7.1.7ProjectSign.TheSubrecipientmaypostinaconspicuouslocationonthevessel,asignidentifyingWSPRC,may,FederalAgency'sandspecificfederalgrantprogram'spadicipationintheProject.TheSubrecipientshallincludethefollowingstatementifpublishinganyrepod,newsreleaseorpublicationregardingthisproject:"PadialfundingforthisprojectwasprovidedbytheWashingtonStateParksMarineLawEnforcementProgram.ThisprogramisfundedbytheUS.C.G.throughtheSpodFishRestorationandBoatingTrustFund,whichMLE123-122SubrecipientAgreement-BoatingProgram(FFAGrantAward)Page5of64
