APPENDIX ll: PRELIMINARY AIRPORT ASSESSMENT
INTRODUCTION
I. INTRODUCTION
An Airport Strategic Business Plan (ASBP) for the Bowers Field Airport (ELN or
Airport) will serve as a planning tool and will use a logical and disciplined structure to
set out the mission, vision, values, goals, objectives, and action plans that drive day-
to-day management of the Airport. The ASBP will transform the mission and vision for
the Airport into specific goals, objectives, and actions plans for each functional area
of the Airport. An airport who has an ASBP is more likely to have a greater economic
impact on the community they serve and a stronger (more stable) platform for growth
and development.
Airport management and staff, allow for buy-in from policymakers, and determine the
best approach in the formation of a ASBP planning team.
includes conducting an airporUmarket assessment and a SWOT analysis. Within this
stage, the mission, vision, and values statement are developed. Within this stage
goals and objectives are established. After this, an action plan and budget are
formulated. The final step in phase two is to obtain approval of the plan.
Within this phase the ASBP is implemented. Throughout this phase adjustments
will be made based on reports and input from Airport management and staff;
policymakers; and stakeholders. Based on these reports and input the ASBP is
updated and reimplemented.
AMCG offers the following guiding principles for the development of the ASBP:
operationalefficiency, environmental stewardship, and social responsibility.
and local conditions warrant.
implementation when evaluating alternatives.
A.
