KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 28, 2022 <br />TOPIC: Construction Management Support <br />ACTION REQUESTED: Direct Staff Work with Human Resources Preparing a <br />Proposal for Board Consideration <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Prepare appropriate adjustments to the Administrative Supervisor and Finance Manager <br />job descriptions and associated personnel action forms. <br />BRIEFING SUMMARY: <br />• Resignation of the department's Project Manager creates an additional support <br />need in Design Construction. <br />• In December 2021, staff worked creating a position in Public Works (Project <br />Administrator) migrating Project Manager duties to the new position. <br />• The duties provide administrative and financial support to the Construction <br />Manager, allowing more focus on construction issues. <br />• Added construction support is needed ensuring federal project audit performance. <br />• Public Works believes the support can occur by adjusting duties within the <br />department. <br />BACKGROUND: <br />Public Works (PW) has budgeted a full time Project Manager position in the 2022 <br />personnel budget. The incumbent resigned in January 2022 at the conclusion of Upper <br />County Maintenance Shop construction. Recognizing the need for ongoing <br />administrative and financial support for the Construction Manager, PW created a new job <br />description (Project Administrator— attached as EXHIBIT 1). <br />DISCUSSION: <br />For the past several months, PW has been evaluating the need for added administrative <br />and financial support for the Design Construction Division of PW. Staff now believes <br />that the added support can be best managed by incumbents in the Administrative <br />Supervisor and Finance Manager roles and duties. The proposal is to move some of the <br />administrative duties of the proposed Project Administrator to the Administrative <br />Supervisor and some to the Finance Manager. The added duties will result in a transfer <br />from right of way permitting responsibilities from the Administrative Supervisor to the <br />Administrative Assistant and some Finance Manager duties to the "Lead Fiscal Analyst". <br />Page 1 of 5 <br />Public Works "Work Session Staff Report", 2022 <br />
