110 <br /> <br />• Assist in the enforcement of health orders related to hazardous air and outdoor events. <br />• Coordinate with KCPHD to provide notification of hazardous air quality conditions. <br /> <br />Red Cross will be responsible for the following: <br /> <br />• Provide shelters in Kittitas County for respite in response to outdoor air quality via <br />request from Emergency Management. <br />• Coordinate with KCPHD to allow indoor air monitoring and complete mitigation as <br />needed to maintain an indoor air quality of at least “unhealthy for sensitive <br />populations.” <br /> <br /> <br />XX. Concept of Operations <br />Agencies that KCPHD may coordinate with include DOH, Ecology, fire response agencies, <br />local law enforcement, Red Cross, Emergency Management, and Emergency Operation <br />Center personnel. <br /> <br />Mass notification of Kittitas County residents regarding air quality: <br />A. KCPHD will send out press releases to local media when we become aware of air <br />quality alerts or air conditions that are “unhealthy to sensitive populations” or <br />worse, using the Kittitas County press release system. <br />B. KCPHD will send media releases along with corresponding air quality <br />recommendations to schools, sports leagues, and upon request. <br />C. Education will be provided via partner agency social media and the Kittitas <br />County Website. <br />D. Prior to forecasted “hazardous” air quality conditions or if air quality conditions <br />reach hazardous via Ecology monitors, KCPHD will notify the county, <br />municipalities, and the Chamber of Commerce, in addition to regular mass <br />notification recipients. <br /> <br />N95 mask distribution: <br />A. KCPHD will provide N95 masks, as available, free of charge, to the public during <br />air quality alerts and air quality conditions of “unhealthy to sensitive populations” <br />or worse. <br />B. KCPHD will post a Waiver and Release for Respirators when providing N95 <br />masks. <br />C. KCPHD will provide DOH mask information along with fitting guides per request. <br />D. Anyone receiving a mask will receive the message that KCPHD prefers that <br />exposure is limited and masks are considered a “last resort” measure. <br />E. Typically, requesters will receive 1 mask per person, per household. <br />F. Masks will not be provided for requesters disclosing private, outdoor events, such <br />as weddings, barbecues, reunions, et cetera. KCPHD will refer requester to private <br />vendor to purchase masks. <br />G. KCPHD may partner with agencies within the county to provide N95 masks and <br />those agencies will follow the same concept of operations.
