109

XVIII. Policies
G. Kittitas County will coordinate with the Washington State Department of Health
(DOH) and Ecology regarding air quality.
H. KCPHD will distribute masks, as available, to the public during incidents with air
quality alerts issued by Ecology and periods of air quality conditions that range
from “unhealthy to sensitive populations” to “hazardous.”
I. If KCPHD is unable to provide indoor air monitoring to all public places
locations, the Health Officer will prioritize monitoring based on sensitive
populations receiving priority.
J. Air quality conditions that reach “unhealthy” within a school building will result
in a recommendation from the Health Officer to close school until indoor air
quality can be mitigated to “unhealthy for sensitive populations.”
K. Outdoor activities should be moved indoors when the air quality moves beyond
the threshold of “unhealthy for sensitive populations (150 index/35.4 WAQA)”
and cancelled or moved to and area with acceptable air during “unhealthy” or
worse.
L. Hazardous air quality will result in the closure of outdoor events via an enforced
Health Order. Events will be occasions permitted through the county or local
municipalities, openly advertised as an event to the public, or charge admission.
M. For large scale, annual events, such as Kittitas County Fair or Rodeo, KCPHD
will work with agency partners to update plans and response in the event of
hazardous air quality.

XIX. Responsibilities
KCPHD will be responsible for the following:

• Provide public information regarding air quality conditions and resulting activity
recommendations.
• Provide N95 masks to the public, as available.
• Provide indoor air monitoring of locations determined to provide respite from outdoor
air.
• Provide indoor air monitoring, as available, to public places within Kittitas County.
• Conduct monthly equipment testing of air quality monitors and ensure monitors are
recalibrated and certified, as necessary.
• Annually, monitors will be compared to outside readings via Ecology prior to wildfire
season to ensure accuracy.
• The Health Officer will determine the final recommendations and implementations of
health orders.
• Notifying Emergency Management of forecasted “hazardous” air conditions.

KCSO will be responsible for the following:
