<br />KCHD ORDINANCE 1999- 39 SOLID WASTE REGULATIONS <br />b. Development and Closure. MRW collection facilities subject to the requirements of this section are <br />required to comply with the minimum standards in WAC 173-304-407(1) through (5), “General <br />closure and post-closure requirements”. <br />J. Commercial Compost Facilities <br />1. General. <br />a. Any facility must comply with the Kittitas County Solid Waste Management Plan. <br />b. Generators of compost for retail sales shall operate under permit by the Health Officer and submit <br />chemical analyses and reports to the Health Officer in sufficient frequency to demonstrate that the <br />resulting product does not contain levels of chemicals or pathogens that could create a risk to the <br />public health. Publication #97-502 Department of Ecology Compost Facility Resource Handbook <br />shall be referenced. <br />c. Generators of sewage sludge compost and/or biosolids compost shall operate under permit by the <br />Health Officer and must follow the methods and procedures developed by Ecology and EPA. <br /> <br />2. Facility Standards. <br />a. Commercial compost facilities shall meet the applicable facility standards found in WAC 173-304- <br />300, as amended, which are adopted by reference in Section VI.J.2.a. herein. <br />b. Generators shall provide written information to the compost user describing appropriate end uses of <br />the compost product. This information should identify application rates, feedstock percentages, and <br />specify if the compost is recommended for use in home gardens. <br />c. Odorous materials such as spoiled foods, animal feces, blood and slaughter house wastes shall be <br />immediately processed to prevent odors. <br />d. The composted material shall not reheat upon standing, shall be innocuous and shall contain no <br />sharp particles which would cause injury to persons handling the compost. <br />K. Other Methods of Solid Waste Handling <br />1. General. <br />a. Any site must comply with the Kittitas County Solid Waste Management Plan. <br />b. Other methods of solid waste handling such as a material resource recovery system for municipal <br />waste not specifically identified elsewhere in this regulation, nor excluded from this regulation. <br />Owners and operators of other methods of solid waste handling shall comply with the requirements <br />contained in Chapter 173-304 WAC. <br />c. Petroleum Contaminated Soils (PCS) shall be remediated in accordance with the Guidance for <br />Remediation of Releases from Underground Storage Tanks, Washington State Department of <br />Ecology Toxics Cleanup Program (July, 1991, 91-30) and subsequent revisions. <br />2. Solid Waste Handling Permit.
