<br />KCHD ORDINANCE 1999- 38 SOLID WASTE REGULATIONS <br />(2) Maintain daily operating records which include the number of vehicles entering the facility. <br />Major deviations from the Plan of Operations shall also be noted on the operating record. <br />(3) Maintain a log of the types and volumes of all MRW and used oil shipped off-site for final <br />disposal or processing. The shipment date shall be included on each log entry. <br />(4) Restrict public access to the facility when not open to the public and adequately control public <br />access to MRW unloading area(s) while open to the public; <br />(5) Be constructed of easily cleanable materials; <br />(6) Provide secondary containment for all MRW; <br />(7) Be free of potential rat harborages, and provide effective means to control rodents, insects, <br />birds, and other vermin; <br />(8) Be accessible by all weather roads; <br />(9) Be designed and serviced as often as necessary to ensure safe handling, appropriate MRW <br />removal, and adequate collection and storage capacity at all times; <br />(10) Be designed to exclude underfloor spaces and underground storage tanks, except to provide for <br />site utilities, containment spaces, and sumps; <br />(11) Have an adequate buffer zone around the operating area to minimize noise and dust nuisances, <br />and have a buffer zone of fifty (50) feet from the operating area to the nearest property line in <br />areas zoned residential; <br />(12) Comply with applicable zoning, fire, hydraulics, and building codes including approved local <br />variances and waivers; <br />(13) Provide pollution control measures to protect air quality including any applicable requirements <br />of the Washington Clean Air Act of 1991, and its amendments; <br />(14) Prohibit scavenging, with the exception of approved materials exchange programs; <br />(15) Provide adequately trained staff on-site during hours of operation; <br />(16) Comply with the Department of Labor and Industries standards for health and safety, including <br />Chapters 296-62 and 296-24 WAC; <br />(17) Have a sign readable from a distance of at least twenty-five (25) feet that identifies at least the <br />facility name, the hours the facility is open for public and/or business use, and the materials <br />not accepted at the facility; <br />(18) Have communications capabilities to immediately summon fire, police, or emergency services <br />personnel in the event of an emergency; and <br />(19) Remove all wastes at closure from the facility to a solid waste handling facility permitted to <br />receive the wastes.
