<br />KCHD ORDINANCE 1999- 37 SOLID WASTE REGULATIONS <br />(3) For materials exchanges, a description of the exchange program including the types of waste <br />included and a description of how restricted wastes will be excluded; <br />(4) Standard administrative procedures, including a description of: <br />(A) How facility inspections will be performed by the operator, including the frequency and <br />detail of inspections; <br />(B) Shipping procedures and documentation; and <br />(C) How facility records and reports will be completed and maintained; <br />(5) A description of how MRW is handled on-site including: <br />(A) MRW packing and labeling procedures; <br />(B) Methods for managing and/or identifying unknown wastes; <br />(C) Procedures for managing wastes that arrive in corroded or leaking containers or when <br />MRW is left at the gate when the facility is unattended; and <br />(D) A MRW sorting protocol; <br />(6) Procedures for checking MRW storage containers for leaks and the signs that indicate <br />container deterioration; <br />(7) Control measures to protect containers of MRW from weather and temperature extremes; <br />(8) Actions to take if leaks are detected in containers, tanks, or containment structures; <br />(9) Actions to take if other releases are detected such as failure of the run-off containment system, <br />or release of gas(es) due to chemical reaction; <br />(10) How operating, environmental, and safety equipment will be maintained including personal <br />protective equipment; and <br />(11) An outline of the Safety and Health Program prepared under Chapter 296-62 WAC and copies <br />of all Health and Safety Plans and Procedures prepared under Chapters 296-62 and 296-24 <br />WAC. <br />d. A description of the facility’s direct relationship to the recommended alternatives of the most <br />recently approved Kittitas County Moderate Risk Waste Management Plan. <br />3. Facility Standards. <br />a. Operation and Maintenance. MRW collection facilities subject to the requirements of this section <br />are required to meet the following minimum standards: <br />(1) Comply with the requirements of WAC 173-304-405, “General facility requirements,” except <br />for subsections (2)(e), (2)(g), (4)(d), and (6);
