<br />KCHD ORDINANCE 1999- 31 SOLID WASTE REGULATIONS <br />(cc) Ecology document 93-51, “Chemical Testing Methods for Complying with the <br />Dangerous Waste Regulations”. <br />(dd) EPA publication SW-846, “Test Methods for Evaluating Solid Waste, <br />Physical/Chemical Methods”. <br />(ee) Waste proposed for disposal that contains free liquid must also be analyzed <br />pursuant to EPA Method 9095, “Paint Filter Liquids Test” contained in EPA <br />publication SW-846, “Test Methods for Evaluating Solid Waste, <br />Physical/Chemical Methods”. <br />(x) Copies of laboratory and/or field analysis reports used to designate the waste <br />proposed for disposal, including quality assurance and quality control data and <br />chain-of-custody’s associated with the samples used to designate the waste. <br />(xi) For petroleum contaminated soils (PCS), the appropriate soil classification from <br />Ecology document 91-30, as amended, shall be stated. <br />(xii) End use of the waste proposed for disposal shall be described. For PCS, end use <br />shall be consistent with those listed in Table V of Ecology document 91-30, as <br />amended. <br />(xiii) Certification by the generator and preparer of the application that the application is <br />complete and correct and that the waste has been fully designated pursuant to WAC <br />173-303-070. <br />(xiv) Certification that the application has been reviewed for accuracy and completeness <br />by the facility operator, certification that the waste does not designate as a dangerous <br />waste under Chapter 173-303 WAC, and a recommendation by the facility operator <br />as to whether to accept or deny request for disposal. <br />(B) Random inspections of incoming waste loads. Waste shall be inspected at a minimum of <br />two (2) locations: entrance and active tipping area. If a public drop box is available at the <br />facility, this location shall also be inspected. Inspections shall be recorded and records <br />maintained of loads refused as suspected dangerous waste. These records shall include the <br />name and address of the generator or transporter, license plate number of the transporting <br />vehicle, and reason for denial. This information shall be submitted to the Health <br />Department immediately. <br />(C) Development and implementation of a Health Department approved contingency plan <br />should unacceptable waste be observed during inspections or during other facility <br />operations. <br />(D) Training of facility personnel to recognize regulated dangerous waste and PCB wastes. <br />(2) The waste screening program may be amended by the Health Department. Alterations to the <br />facility’s waste screening program initiated by the facility operator shall be approved by the <br />Health Department prior to implementation.
