<br />KCHD ORDINANCE 1999- 32 SOLID WASTE REGULATIONS <br />(3) The facility shall reimburse the Health Department for all time spent reviewing waste <br />screening applications, applicable data, and supplemental information for continuous waste <br />streams at the current hourly rate approved by the Kittitas County Board of Health. <br />D. Transfer Stations, Drop Box Stations, and Baling and Compaction Systems <br />1. General. <br />Any facility or site must comply with the Kittitas County Solid Waste Management Plan. <br />2. Permit Application Contents. <br />In addition to the requirements of Section VI.A.2., each application for a permit must contain <br />preliminary engineering report/plans and specifications that include, but may not be limited to: <br />a. The proposed facility's zoning status; <br />b. The relationship to the most recently approved Kittitas County Comprehensive Solid Waste <br />Management Plan and the area to be served by the facility; and <br />c. The facility design to address how the facility shall meet requirements of WAC 173-304-410, <br />including closure. <br />3. Facility Standards. <br />WAC 173-304-410: Transfer Stations, Baling and Compaction Systems, and Drop Box Facilities, is <br />hereby adopted by reference. <br />E. Surface Impoundments <br />1. General <br />Any facility or site must comply with the Kittitas County Solid Waste Management Plan. <br />2. Permit Application Contents. <br />In addition to the requirements of Section VI.A.2., each application for a permit must include, but may <br />not be limited to, the following: <br />a. A geohydrological assessment of the facility that addresses all of the factors of Section VI.B.1.a.; <br />b. Preliminary engineering report/plans and specifications that address, where applicable: <br />(1) How the proposed facility will meet the locational standards of WAC 173-304-130; <br />(2) The relationship of the facility to the most recently approved Kittitas County Comprehensive <br />Solid Waste Management Plan; <br />(3) The design of liners and foundation to be incorporated in the facilities design, including the <br />design of leachate collection and treatment systems; <br />(4) The design of ground water monitoring;
