<br />KCHD ORDINANCE 1999- 6 SOLID WASTE REGULATIONS <br />Ground Water: That part of the subsurface water which is in the zone of saturation. <br />Hazardous Substance: Any liquid, solid, gas, or sludge, including any material, substance, product, <br />commodity, or waste, regardless of quantity, that exhibits any of the physical, chemical or biological <br />properties described in WAC 173-303-090 or WAC 173-303-100. <br />Hazardous Waste: Those solid wastes designated by 40CFR Part 261, and regulated as hazardous and/or <br />mixed waste by the United States EPA. This term will never be abbreviated in this ordinance to avoid <br />confusion with the abbreviations “DW” and “EHW”. (See “dangerous waste” and “extremely hazardous waste” <br />definitions.) <br />Health Department: The Kittitas County Health Department. <br />Health Officer: The Health Officer or the Health Officer's representative of the Kittitas County Health <br />Department. <br />Incineration: Reducing the volume of solid wastes by use of an enclosed device using controlled flame <br />combustion. <br />Industrial Solid Wastes: Solid waste or waste by-products generated by manufacturing or industrial processes <br />such as scraps, trimmings, packing, pallets, and other discarded materials not otherwise designated as dangerous <br />waste under Chapter 173-303 WAC. This term does not include commercial, inert, construction and demolition <br />waste, woodwaste, mining waste, or oil and gas waste but does include lunchroom, office, or other similar waste <br />generated by employees at the industrial facility. <br />Inert Wastes: Noncombustible, nondangerous solid wastes that are likely to retain their physical and chemical <br />structure under expected conditions of disposal, including resistance to biological attack and chemical attack <br />from acidic rainwater. <br />Junk Vehicle: A vehicle certified under RCW 46.55.230 as meeting at least three of following requirements: <br />1. Three (3) years old or older; <br />2. Extensively damaged, such damage including but not limited to the following: a broken window or <br />windshield, or missing wheels, tires, motor, or transmission; <br />3. Apparently inoperable; <br />4. Has approximate fair market value equal only to the approximate value of the scrap in it. <br />Laboratory: A room or building equipped for scientific experimentation, research, testing or clinical studies of <br />specimens, fluids, tissues, cultures or stocks of etiologic agents and associated biologicals or other biologically <br />active agents. <br />Land Clearing Waste: Waste resulting from site clearing operations including, but not limited to, stumps, tree <br />trunks, brush, sod and other vegetation and plant waste, and associated rocks, mud, sand, and other mineral <br />waste. <br />Landfill: A disposal facility or part of a facility at which solid waste is permanently placed in or on land and <br />which is not a landspreading disposal facility.
