<br />KCHD ORDINANCE 1999- 7 SOLID WASTE REGULATIONS <br />Leachate: A liquid that has passed through or emerged from solid waste and contains soluble, suspended, or <br />miscible materials removed from such waste. <br />Liquid: A substance that flows readily and assumes the form of its container, but retains its independent <br />volume. <br />Liquid Waste: Any waste material that is determined to contain free liquids as defined by Method 9095 <br />(Paint Filter Liquids Test), as described in U.S. Environmental Protection Agency publication SW-846, <br />“Test Methods for Evaluating Solid Wastes, Physical/Chemical Methods”. <br />Local Fire Control Agency: A public or private agency or corporation providing fire protection such as a <br />local fire department, the Washington Department of Natural Resources or the United States Forest Service. <br />Lower Explosive Limits (LEL): The lowest percentage by volume of a mixture of explosive gases which <br />will propagate a flame in air at twenty-five (25) degrees Centigrade and atmospheric pressure. <br />Manifest: The shipping document, which is used to identify the quantity, composition, origin, routing, and <br />destination of a waste while it is being transported to a point of transfer, disposal, treatment, or storage. <br />Medical Waste: All infectious and injurious waste originating from a medical, veterinary or intermediate <br />care facility. <br />Minimum Functional Standards (MFS): Chapter 173-304 WAC, the Minimum Functional Standards for <br />Solid Waste Handling. <br />Mixed Waste: A dangerous, extremely hazardous, or acutely hazardous waste that contains both a <br />nonradioactive hazardous component and, as defined by 10 CFR 20.1003, source, special nuclear, or by-product <br />material subject to the Atomic Energy Act of 1954 (42 USC 2011 et seq.). <br />Moderate Risk Waste (MRW): Means any waste that exhibits any of the properties of hazardous waste but is <br />exempt from regulation under Chapter 70.105 RCW solely because the waste is generated in quantities below <br />the threshold for regulation and any household wastes which are generated from the disposal of substances <br />identified by Ecology as hazardous household substances.” <br />Moderate Risk Waste Collection Facility: A dedicated site that is specifically built at a permanent or interim <br />fixed location to collect, treat, recycle, exchange, store, and/or transfer moderate risk waste. <br />Moderate Risk Waste Fixed Facility (MRWFF): A staffed, dedicated site provided with secondary waste <br />containment that is specifically built or set up at a permanent or interim fixed location to collect, treat, recycle, <br />exchange, store, and/or transfer Moderate Risk Waste. <br />Moderate Risk Waste Limited Facility (MRWLF): A facility provided with secondary waste containment <br />that is specifically built or set up at a fixed location to collect and store only one or a selected few MRW types. <br />Municipal Solid Waste Landfill Unit (MSWLF Unit): A discrete area of land or an excavation that receives <br />household waste, and that is not a land application unit, surface impoundment, injection well, or waste pile, as <br />those terms are defined under Chapter 173-304 WAC, the Minimum Functional Standards for Solid Waste <br />Handling, or Chapter 173-218 WAC, Underground Injection Control Program. A MSWLF unit also may <br />receive other types of RCRA Subtitle D wastes, such as commercial solid waste, nondangerous sludge, and
