17A.02.350 FrequentlvFloodedAreas. <br />"Frequently flooded areas" means lands in the floodplain subject to a one percent ('1%) or qreater <br />chance of floodinq in any oiven vear, or within areas subiect to floodinq due to hiqh qroundwater and <br />those lands that provide important flood storage. convevance. and attenuation functions. These <br />areas include. but are not limited to. streams, rivers. lakes. wetlands. and areas where hioh <br />oroundwater forms ponds on the qround surface. As desionated and classified determined by a local <br />qovernment in accordance with WAC 365-190-1 10. Classifications of frequentlv flooded areas <br />include. at a minimum. the one hundred-(100Fvear floodplain desiqnations of the Federal <br />Emeroencv Manaqement Aqencv and the National Flood lnsurance Prooram. <br />17A.02.360 GeoloqicallvHazardousAreas. <br />"Geoloqically hazardous areas" means areas that because of their susceptibility to erosion, slidinq. <br />earthquake. or other oeoloqical events. are not suited to the sitino of commercial. residential. or <br />industrial development consistent with public health or safety concerns. <br />17A.02.37O Gqotechnical Analysis or Geotechnical Report. <br />"Geotechnical analvsis" or "qeotechnical report" means a scientific studv or evaluation conducted bv <br />a qualified expert that includes a description of the oround and surface hvdroloqv and qeoloov. the <br />affected land form and its susceptibilitv to mass wastinq. erosion. and other qeoloqic hazards or <br />processes. conclusions and recommendations reqardino the effect of the proposed development on <br />qeoloqic conditions. the adequacv of the site to be developed. the impacts of the proposed <br />development. alternative approaches to the proposed development. and measures to mitiqate <br />potential site-specific and cumulative oeological and hydroloqical imoacts of the proposed <br />development. includinq the potential adverse impacts to adiacent and down-current oroperties. <br />Geotechnical reports shall conform to accepted technical standards and must be orepared by <br />qualified professional enoineers or qeolooists who have professional expertise about the reqional <br />and local shoreline geolooy and orocesses. <br />17A.02.380 Gradinq. <br />"Gradinq" means the movement or redistribution of the soil. sand, rock. qravel, sediment. or other <br />material on a site in a manner that alters the existinq contour of the land. <br />17A.02.390 Groundwater. <br />"Groundwater" means all the water that exists beneath the land surface or beneath the bed of any <br />stream. lake or reservoir. or other bodv of surface water, whatever mav be the oeoloqical formation <br />or structure in which such water stands or flows. percolates or othenrvise moves. <br />174.02.400 Habitats of Local lmportance. <br />"Habitats of local importance" designated as fish and wildlife habitat conservation areas include <br />those areas found and/or desiqnated to be locallv important bv the Countv. <br />174.02.405 HazardTree. <br />"Hazard Tree" means a tree with a structural defect. combination of defects or disease resultinq in a <br />structural defect that. under the normal ranoe of environmental conditions at the site. will result in the <br />loss of a maior structural component of the tree in a manner that will: <br />(1) Damage a residential structure or accessory structure. or a place of employment or public <br />assemblv: <br />24
