This definition includes dairv <br />confinement areas. slauohterhouses. shippinq terminal holdinq pens. poultrv and/or eqq production <br />facilities and fur farms. but does not include animal husbandrv and normal farminq practices. <br />17A.02 Fiil. <br />"Fill" means anv solid or semi-solid material that when placed. chanqes the qrade or elevation of the <br />receivinq site. includinq the addition of soil. sand. rock. oravel. sediment. earth retainino structure. or <br />other material to an area watenrvard of the ordinary hiqh water mark (OHWM). in wetlands. or on <br />shorelands in a manner that raises the ground surface elevation or creates dry land. <br />17A.02.330 Fish and Wildlife Habitat Conservation Areas."Fish and wildlife habitat conservation <br />areas" are areas that serve a critical role in sustainino needed habitats and species for the functional <br />inteqritv of the ecosvstem. and which. if altered. mav reduce the likelihood that the species will <br />persist over the lonq term. These areas mav include. but are not limited to, rare or vulnerable <br />ecoloqical svstems. communities, and habitat or habitat elements includinq seasonal ranqes, <br />breedinq habitat. winter ranqe. and movement corridors: areas with hiqh relative population densitv <br />or species richness: and also. locallv important habitats and species desiqnated bv the County. and <br />state prioritv habitats and species as identified bv the WA Department of Fish and Wildlife. "Fish and <br />wildlife habitat conservation areas" do not include artificial features or constructs created in what <br />were orioinallv upland areas, such as irriqation delivery systems. irriqation infrastructure. irriqation <br />canals. or drainaoe ditches that lie within the boundaries of and are maintained by a port district or <br />an irrioation district or company. <br />17A.02.340 Floodplain. <br />"Floodplain" is synonymous with one hundred-(10O)-year floodplain and means that land area <br />susceptible to inundation with a one percent (1%) chance of beinq equaled or exceeded in any qiven <br />vear. The limit of this area shall be based upon flood ordinance requlation maps or a reasonable <br />method which meets the obiectives of the act. <br />174.02.340 Floodwav. <br />"Floodway" means the channel of a river or other watercourse and the adjacent land areas <br />that must be reserved in order to discharoe the base flood without cumulatively increasino <br />the water surface elevation more than one foot. <br />17A.02.345 Forester. <br />"Forester" is defined as a person with a minimum 2-year deqree in forestry or equivalent discioline <br />such as arboriculture. horticulture. or biology. Membership and certifications from lnternational <br />Societv of American Foresters as well as documented work experience mav be substituted for <br />formal deorees at the scretion of the Director. <br />174.02.347 Forest Land <br />"Forest land" means all land which is capable of supportinq a merchantable stand of timber and is <br />not beino actively used for a use which is incompatible with timber qrowinq. Forest land does not <br />include aqricultural land that is or was enrolled in the conservation reserve enhancement prooram bv <br />contract if such aoricultural land was historically used for aoricultural purposes and the landowner <br />intends to continue to use the land for aqricultural purposes in the future. <br />23
