174.02.230 Director. "Director" means the director of the Kittitas County Communitv Development Services or desiqnee. 17A.02.240 Dry Well. "Dry well" means a hole in the qround filled with oravel or rubble intended to receive treated or otherwise unpolluted drainaqe water and allow it to percolate into the oround. A drv well is tvpically enqineered and desiqned to infiltrate individual home roof runoff in a subdivision.l 17A.02.250 EcoloqicalFunctions. "Ecoloqical functions" means the work performed or role plaved bv the phvsical. chemical. and bioloqical processes that contribute to the maintenance of aquatic and terrestrial environments that constitute the natural ecosvstem. 174.02.260 EmerqencvActivities. "Emeroency activities" means activities necessary to prevent an immediate threat to oublic health. safetv. or welfare - or an immediate risk of damaoe to private property - that require remedial or preventative action in a timeframe too short to allow for compliance with the requirements of this Title. 174.02.270 Enhancement. "Enhancement" means actions performed within an existinq deqraded critical area and/or buffer to intentionallv increase or auqment one or more ecological functions or values of the existinq area. Enhancement actions include. but are not limited to. increasinq plant diversitv and cover: increasinq wildlife habitat and structural complexitv (snags. woodv debris): installinq environmentallv compatible erosion controls: removing non-indioenous plant or animal species: or removinq human-made structures or fill that are deqradinq ecoloqical functions or values. 174.02.280 Erosion. "Erosion" means the process whereby wind. rain, water, and other natural agents mobilize and transport particles of soil or rock. 174.02.290 Erosion Hazard Areas. "Erosion hazard areas" are areas containinq soils that mav experience siqnificant erosion. includinq anv or all of the followino: 1. Soil areas identified bv the Natural Resources Conservation Service as havinq "severe" or "very severe" erosion hazard: or2. Slopes forty percent (40%) or steeper with a vertical relief of ten (10) or more feet. except areas composed of consolidated rock: or 3. Concave slope forms equal to or oreater than fifteen oercent (15%) with a vertical relief of ten (10) or more feet. except areas composed of consolidated rock: or4. Channel mioration zones.l 17A.02.300 Feasible. "Feasible" means. for the Duroose of this Title. that an action. such as a develooment activifu. mitiqation. or preservation requirement. meets all of the followinq conditions: 1. The action can be accomolished with technoloqies and methods that have been used in the past in similar circumstances, or studies or tests have demonstrated in similar circumstances that such approaches are currentlv available and likelv to achieve the intended results: 2. The action provides a reasonable likelihood of achievinq its intended purpose: 3.
