174.02.230 Director. <br />"Director" means the director of the Kittitas County Communitv Development Services or desiqnee. <br />17A.02.240 Dry Well. <br />"Dry well" means a hole in the qround filled with oravel or rubble intended to receive treated or <br />otherwise unpolluted drainaqe water and allow it to percolate into the oround. A drv well is tvpically <br />enqineered and desiqned to infiltrate individual home roof runoff in a subdivision.l <br />17A.02.250 EcoloqicalFunctions. <br />"Ecoloqical functions" means the work performed or role plaved bv the phvsical. chemical. and <br />bioloqical processes that contribute to the maintenance of aquatic and terrestrial environments that <br />constitute the natural ecosvstem. <br />174.02.260 EmerqencvActivities. <br />"Emeroency activities" means activities necessary to prevent an immediate threat to oublic health. <br />safetv. or welfare - or an immediate risk of damaoe to private property - that require remedial or <br />preventative action in a timeframe too short to allow for compliance with the requirements of this <br />Title. <br />174.02.270 Enhancement. <br />"Enhancement" means actions performed within an existinq deqraded critical area and/or buffer to <br />intentionallv increase or auqment one or more ecological functions or values of the existinq area. <br />Enhancement actions include. but are not limited to. increasinq plant diversitv and cover: increasinq <br />wildlife habitat and structural complexitv (snags. woodv debris): installinq environmentallv compatible <br />erosion controls: removing non-indioenous plant or animal species: or removinq human-made <br />structures or fill that are deqradinq ecoloqical functions or values. <br />174.02.280 Erosion. <br />"Erosion" means the process whereby wind. rain, water, and other natural agents mobilize and <br />transport particles of soil or rock. <br />174.02.290 Erosion Hazard Areas. <br />"Erosion hazard areas" are areas containinq soils that mav experience siqnificant erosion. <br />includinq anv or all of the followino: <br />1. Soil areas identified bv the Natural Resources Conservation Service as havinq "severe" or <br />"very severe" erosion hazard: or2. Slopes forty percent (40%) or steeper with a vertical relief of ten (10) or more feet. except <br />areas composed of consolidated rock: or <br />3. Concave slope forms equal to or oreater than fifteen oercent (15%) with a vertical relief of <br />ten (10) or more feet. except areas composed of consolidated rock: or4. Channel mioration zones.l <br />17A.02.300 Feasible. <br />"Feasible" means. for the Duroose of this Title. that an action. such as a develooment activifu. <br />mitiqation. or preservation requirement. meets all of the followinq conditions: <br />1. The action can be accomolished with technoloqies and methods that have been used in the <br />past in similar circumstances, or studies or tests have demonstrated in similar circumstances <br />that such approaches are currentlv available and likelv to achieve the intended results: <br />2. The action provides a reasonable likelihood of achievinq its intended purpose: <br />3. The action does not physically preclude achievinq the activity's primary intended leoal use: <br />and4. ln cases where these ouidelines require certain actions unless thev are infeasible. the <br />burden of oroving infeasibility is on the applicant. ln determinino an action's infeasibility. the <br />22
