174.02.155 Clearing. <br />"Clearinq" means significant veqetation removal includinq the removal or alteration of trees. shrubs, <br />and/or qround cover by qradinq. cuttinq. burninq. chemical means, or other activitv that causes <br />siqnificant ecoloqical impacts to functions provided by such veoetation. The removal of invasive or <br />noxious weeds does not constitute sionificant veqetation removal. Tree pruninq. not includino tree <br />toppinq. where it does not affect ecoloqical functions. does not constitute siqnificant veqetation <br />removal. <br />174.02.160 Critical Aquifer Recharge Areas. <br />"Critical aquifer recharoe areas" are areas with a critical recharoinq effect on aquifers used for <br />potable water. includinq areas where an aouifer that is a source of drinking water is vulnerable to <br />contamination that would affect the potability of the water. or is susceptible to reduced recharqe. <br />17A..02.170 CriticalAreas. <br />"Critical areas" include the followino areas and ecosvstems: (a) wetlands: (b)critical aquifer recharoe <br />areas: (c) fish and wildlife habitat conservation areas: (d) frequentlv flooded areas: and (e) qeolooicallv <br />hazardous areas. <br />174.02.200 C umulative lmpacts <br />"Cumulative lmpacts" or "cumulative effects" means the combined. incremental effects of human <br />activitv on ecological or critical areas functions and values. Cumulative impacts result when the <br />effects of an action are added to or interact with other effects in a particular place and within a <br />particular time. lt is the combination of these effects. and any resultino environmental deoradation. <br />that should be the focus of cumulative impact analvsis and chanoes to policies and permittinq <br />decisions. <br />174.02.210 Dam. <br />"Dam" means a barrier or controlling and appurtenant works across a stream or river that does or <br />can confine. impound or requlate flow, or raise water levels for purposes such as flood or irriqation <br />water storaqe. erosion control. power generation. or collection of sediment or debris. <br />17A.02.220 Development. <br />"Development" means anv activitv upon the land consistinq of construction or alteration of structures. <br />earth movement. dredqinq. dumpinq, qradinq. fillinq. mininq. removal of any sand, qravel. or <br />minerals. drivinq of piles. drillinq operations. bulkheadinq. clearinq of veqetation. or other land <br />disturbance. Development includes the storaqe or use of equipment or materials inconsistent with <br />the existino use. Development also includes approvals issued by the County that binds land to <br />soecific patterns of use. includino but not limited to. subdivisions. short subdivisions. zone chanqes. <br />conditional use permits. and binding site plans. Development activitv does not include the followino <br />activities: <br />1. lnterior buildinq improvements.2. Exterior structure maintenance activities. includinq paintinq and <br />roofinq. <br />3. Routine landscape maintenance of established. ornamental <br />landscapinq. such as lawn mowing. pruninq, and weedinq.4. Maintenance of the followinq leoally existinq facilities that does not <br />expand the affected area: septic tanks (routine cleaninq): wells: <br />individual utilitv service connections: and individual cemeterv plots in <br />established and aporoved cemeteries. <br />21
