17A.02.080 AnadromousFish. <br />'Anadromous Fish" means fish that spawn and rear in fresh water and migrate to the ocean to <br />mature in the marine environment until returninq to freshwater to spawn. ln Kittitas County, these <br />include Pacific salmon. steelhead. bulltrout. and Pacific lamprev. <br />17A.02.090 Applicant. <br />"Applicant" means person who files an application for permit under this Title and who is either the <br />owner of the land on which that proposed development would be located. a contract purchaser. or <br />the authorized aqent of such a person. <br />174.02.100 Aquifer. <br />"Aquife/' means qeoloqical formation. group of formations. or part of a formation that is capable of <br />vieldino a sionificant amount of water to a well or sprinq. <br />17A.02.102 Arborist. <br />"Arborist" is defined as a person with a minimum 2-year deqree in arboriculture or equivalent <br />discipline such as forestrv, horticulture. or bioloqy. Membership and certifications from lnternational <br />Society of Arboriculture as well as documented work experience mav be substituted for formal <br />deorees at the d of the Director. <br />174-02.104 Area of Special Flood Hazard. <br />"Area of Special Flood Hazard" is defined as the land in the floodplain within a communitv subiect to <br />a one percent or greater chance of flooding in anv qiven vear. Designation on maps alwavs includes <br />the letter A. Also referred to as "1OO-vear floodplain" and "special flood hazard area." <br />174.02.110 AvalancheHazard. <br />"Avalanche Hazard" means an area susceptible to a laroe mass of snow or ice. sometimes <br />accompanied by other material. movino rapidlv down a mountain slope. <br />174.02.120 Avulsion. <br />"Avulsion" means a sudden cuttinq off or separation of land by a flood breakinq throuoh a meander <br />or bv a sudden chanqe in current wherebv the stream deserts its old channel for a new one. such as <br />occurs in Channel Migration Zones. <br />174.02.125 Bank (of a water bodv) <br />"BAnk" means anv land srrrface I andward of the narv hioh water line next to a bodv of water and <br />constrains the water except durinq floods. The term "bank" also includes all land surfaces of islands <br />within a bodv of water that are below the flood elevation of the surroundino bodv of water. <br />174.02.130 BestAvailableScience. <br />"Best Available Science" means scientific information applicable to the critical area prepared by <br />local. state. or federal natural resource aqencies. a qualified scientific professional. or team of <br />qualified scientific professionals that is consistent with criteria established in WAC 365-195-900 <br />throuqh WAC 365-1 95-925. <br />17A.02.140 Bufter. <br />"Buffer" means an area that is contiquous to and protects a critical area. and which is required for <br />the continued maintenance, function. and/or structural stability of a critical area. 174.02.150 <br />Channel Mioration Zone. <br />Channel miqration zone (CMZ) means the area along a watercourse. but not always within the flood <br />zone. within which the channel(s) can be reasonably predicted to miqrate over time as a result of <br />natural and normally occurrino hydroloqical and related processes when considered with the <br />characteristics of the river and its surroundings. <br />20
