C. BUILT ENVIRONMENT <br />Land Use. See Conditions under the heading MountainStar Resort Conceptual Master <br />Plan/Land Use. <br />Transportation. The EIS discusses adverse impacts to transportation facilities and identities <br />mitigation measures that should be implemented. Pursuant to Kittitas County SEPA Ordinance <br />Section 15.04.200(d), Comprehensive Plan Policies 2.217-2.221, Comprehensive Plan sections <br />4.3, 4.4 and 4.8, and Kittitas County Code Title 12 road standards, the following mitigation <br />measures will be required. In addition, because of the lengthy build out of the proposed resort <br />and the limitations on precise traffic impact predictions when dealing with such long time <br />frames, the mitigation measures include ongoing traffic monitoring requirements to be set out in <br />a Transportation Monitoring Program, presently dated May 3, 2005 (for purposes of this <br />Transportation Section only. the ·'Effective Date" as used in this Section) as amended from time <br />to time (the "TMP") to better evaluate the predictions made in the EIS and to provide tor <br />adjustments to required mitigation and/or its timing. or possible new mitigation measures. if <br />determined necessary to mitigate probable significant adverse impacts ofthe resort development <br />identified in that subsequent monitoring. <br />C-1 On-site Transportation Improvements. The applicant shall be responsible tor all of the costs <br />associated with the design and construction of all of the on-site transportation improvements <br />necessary to serve the MPR development. Those specific improvements required to serve any <br />particular phase or subphase shall be imposed as conditions of approval of the site development <br />plan and/or preliminary plat for that particular phase or subphase and shall be constructed prior <br />to final plat approval of any phase or subphase or occupancy. whichever is applicable and occurs <br />tirst. All on-site roads shall be approved by Kittitas County, privately constructed to Kittitas <br />County road standards. as specifically modified by the approved Development Agreement <br />Exhibit J and shall be maintained by the applicant. The applicant shall identify one or more <br />entities (e.g .. corporation. homeowners association or other entity) that shall be legally and <br />tinancially responsible for maintenance of on-site roads. The applicant shall remain responsible <br />until the applicant proposes and the County approves an alternative entity as described in the <br />transfer of obligations section of the Development Agreement. <br />C-2 MPR Access Improvements. The applicant shall be responsible for all of the costs <br />associated with construction of new intersections with existing County. state and private roads <br />that are constructed for the purposes of providing access to the resort, including. but not limited <br />to any signage or signalization at those accesses, if determined necessary based on the results of <br />traffic monitoring. All such accesses shall include left turn lanes. if warranted. Right turn radii <br />and taper improvements shall be incorporated in the initial design of these entrances to anticipate <br />future needs. Other MPR access improvements as shown on the MountainStar Resort <br />Conceptual Master Plan approval shall be constructed consistent with Exhibit J of the <br />Development Agreement, as amended. and imposed as conditions of approval of the site <br />development plan and/or preliminary plat for that particular phase or subphase requiring the <br />access. <br />Suncadia MPR Conditions of Approval <br />December 2. 2008 <br />Page 16 <br />Index #32
