order and that engine enclosures be used on equipment when the engine is the dominant source of <br />noise. <br />B-48 Stationary equipment shall be placed as far away from sensitive receiving locations as <br />possible \vhenever construction occurs within I 00 feet of a site boundary. Where this is infeasible. <br />portable noise barriers shall be placed around the equipment with the opening directed a\vay from <br />any sensitive receiving property. <br />B-49 Use hydraulic or electric models for impact tools. such as jackhammers, rock drills and <br />pavement breakers, to reduce construction and demolition noise. Require operators to lift rather <br />than drag materials wherever feasible. <br />B-50 Construction in MPR subphases directly adjacent to the Roslyn Memorial Gardens Cemetery <br />shall be scheduled so as to abstain from construction tasks during burials and any scheduled <br />memorial events. <br />Mine Hazards. The EIS discusses adverse impacts related to mine hazards and identifies <br />mitigation measures that should be implemented. Pursuant to Kittitas County SEPA Ordinance <br />Section 15.04.200(d), Comprehensive Plan Policies GPO 2.186-2.187 and GPO 2.81-2.83. and <br />KCC 17 A.06.030. the following mitigation measures will be required. <br />B-51 Mine entries, adits. shafts and existing sinkholes shall be pennanently sealed using a <br />controlled backfill and/or grouting. or an approved engineered seal. <br />B-52 Shallow prospect pits shall be backfilled to the surface using controlled backfill. Surface <br />drainage shall be diverted away from existing sinkholes and prospects. <br />B-53 Prior to any development in areas identified as high coal mine hazards. sites shall be <br />evaluated by direct subsurface exploration to demonstrate that mine \vorkings either do not exist. <br />or that the workings have fully collapsed so that there is no remaining potential for sinkhole <br />development. Alternatively. a geotechnical report. prepared by a licensed geologist/engineer, <br />may demonstrate that the hazards associated with any voids can be fully mitigated by backfilling, <br />grouting, or other approved means such that the potential for sinkhole development is eliminated. <br />B-54 No development shall be permitted over workings \vhere surface or subsurface studies <br />indicate the presence of combustion in the underlying seam or seams. <br />B-55 Prior to development in low coal mine hazard areas. additional geotechnical study shall be <br />conducted to evaluate the effects of regional ground subsidence, including vertical subsidence. <br />ground tilt, and ground strain. Buildings. road\vays. storm drainage systems. and underground <br />utilities could be designed and constructed to accommodate the maximum tilts and strains <br />expected. <br />B-56 Existing piles of mine waste rock shall remain undisturbed.
