Job Description <br />Kittitas County, Washington <br />TITLE: <br />WATER RESOURCES TECHNICIAN I <br />MODIFIED: <br />- <br />REPORTS TO: <br />WATER RESOURCES PROGRAM MANAGER <br />DEPARTMENT: <br />PUBLIC WORKS <br />JOB SUMMARY: <br />The Water Resources (WR) Technician II performs a full range of field and office <br />work for Kittitas County's water mitigation bank, water metering, and flood and <br />stormwater management programs. The WR Technician II must maintain <br />cooperative and professional working relationships with all County staff, outside <br />agencies, local stakeholders, and the general public. All employees work under the <br />guidance of State/Federal regulations and must abide by County/Department <br />policies and procedures. <br />CATEGORY: <br />Full -Time OCCUPATION CODE: 2446 <br />UNION AFFILIATION: <br />Local 792 AFSCME HRS/WEEK: 40 <br />FLSA STATUS: <br />Non -Exempt DRS ELIGIBILITY: PERS <br />ESSENTIAL FUNCTIONS: <br />• Communicate with the public on issues related to water mitigation and metering requirements, floodplain <br />development permit requirements, and flood risk and stormwater management. <br />• Use GIS to determine water availability and flood risk and prepare maps displaying data. <br />• Process Kittitas County Over -the -Counter Water Mitigation Certificates and assist with addition mitigation <br />certificate processing. <br />• Distribute water meters to program customers. <br />• Serve as the primary field inspector for the Kittitas County metering program and a field inspector for <br />floodplain development permit projects. <br />• Trouble shoot water meters for repair or replacement. <br />• Conduct initial water usage enforcement. <br />• Under general direction, collect, store, and maintain stream flow and other water resource data. <br />• Analyze and interpret hydrologic data, including maintaining and applying stage -discharge rating curves. <br />• Make adjustments and minor repairs to water level recorders, flow meters, or other equipment used in <br />water investigations. <br />• Maintain spatial datasets associated with the water mitigation, metering, floodplain and stormwater <br />programs. <br />• Perform field inspections of flooding and drainage issues and of stormwater facilities. <br />• Work with other County staff to assure smooth implementation and customer service related to water <br />resource programs. <br />• Maintain accurate records and prepare written reports. <br />• Prepare public meeting materials as directed. <br />• May make public water resources information presentations. <br />OTHER FUNCTIONS: <br />Water Resource Program (WRP) Technician Page 1 <br />
