1 able 1: [mange in stamng levels over time, expressed as full Time Equivalent (FTE).
DISCUSSION:
Under the current reduced staffing model, the Water Resources Manager is handing
several tasks that could be done at the Water Resources Specialist or Water Resources
Technician 1 Level. As a result, policy development outcomes envisioned for the position
when it was created are not being realized. Adding capacity at the Technician 1 level will
also help the County plan for and manage increased stormwater responsibilities expected
as part of the next Phase II Municipal Stormwater Permit Cycle.
FISCAL IMPACTS:
Staffing, but not revenue or fees were reduced as part of the 2020 Water Resources
reorganization. Current funding associated with mitigation and metering permit and grant
revenue, flood development permit revenue, and the Flood Control Zone District are
sufficient to support the proposed staffing plan.
ATTACHMENTS:
Exhibit 1: WR Technician 1 Job Description
Page 2 of 2
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
December 31, 2019
Current
Proposed
Mitigation
Floodplain
Mitigation
FIoodplain
Mitigation
Floodplain
I Metering
Management
1 Metering
Management
/ Metering
Management
WR Manager
0.3
0 7
0.3
0.7
0.3
0.7
WR
Specialist
--
--
0.6
0.4
0.4
0.6
WR
Coordinator
0.6
--
--
--
--
--
WR
Technician 1
0.6
--
--
--
0.6
0.4
Planner III
--
1.0
--
--
--
--
Total
1.4
1.7
0.9
0.7
1.3
1.7
DISCUSSION:
Under the current reduced staffing model, the Water Resources Manager is handing
several tasks that could be done at the Water Resources Specialist or Water Resources
Technician 1 Level.
