KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT <br />MEETING DATE: August 9, 2021 <br />TOPIC: Public Works Water Resources Program Technician 1 Position <br />ACTION REQUESTED: Approve WR Technician Position <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Approve and classify the Water Resources Technician Position at a level equivalent to <br />the Engineering Technician 1 position. <br />BRIEFING SUMMARY: <br />• The Public Works Water Resources Program includes both floodplain <br />management and water mitigation and metering functions. <br />• In 2020, the Water Resources program was re -organized so that all mitigation and <br />metering responsibilities were housed in the Public Works Department. At the <br />time of this re -organization, the program was run with reduced staffing levels. <br />Administering the full Water Resources program for one year has given us the <br />opportunity to identify our staffing needs. Public Works recommends adding a <br />Water Recourses Technician 1 Position at a level equivalent to the Engineering <br />Technician 1 position. <br />Funding for the new position is managed with Flood Control Zone District funds. <br />BACKGROUND: <br />In 2020, Public Works took full responsibility for the water metering and water <br />mitigation program. Previously, responsibilities associated with water mitigation were <br />shared by both Public Health and Public Works. Due to both program re -organization and <br />other staffing changes, the Water Resources Program was run with reduced staffing. This <br />reduction applied to both mitigation and metering and management of the County's <br />floodplain development program (Table 1). <br />Administering the full Water Resources program for one year has given us the <br />opportunity to identify our staffing needs. Additional staffing support for field <br />inspections and to provide general technical assistance, for both floodplain management <br />and mitigation and metering is required. <br />Additionally, field support is needed to expand the stream monitoring program.
