Kittitas County Fire District #3 <br />December 28,2020 <br />Page * 2 <br />r All single family, multi-family, and RV Storage units will include automatic <br />fi re suppression (sprinklers). <br />. Achieving the above will include improvements to Easton Water District #3, <br />to not only support the added new development, but also for needed upgrades <br />to district wide capital facilities. Upgrades will be inclusive of looping and <br />closs connections of waler district distributions lines for consistent water <br />supply and fire flow and is inclusive of providing land and facilities for a new <br />district water storage tank sized to meet the needs of the development and <br />district future. <br />I The Marian Meadows Development will be inclusive of fire hydrant <br />placement as required by the Easton Water District and Kittitas County Fire <br />Marshall. These improvements will address cun'ent fire flow issues within the <br />district and provides all landowners within the District water service area with <br />improved water services. <br />Within this rneeting, Fire Chief Jensen indicated that these measures addressed his concerns with <br />the Marian Meadows proposal. Further questioning about infrastructure needs (Fire Hydrant <br />Spacing) resulted in being informed that these answers would come from the Water District and <br />County Fire Marshall. <br />In response to the only neetls evet communicated to Easton Ridge Land Company, the foregoing <br />resolution was negotiated with Fire Marshal Nichols. We are aware that, as a result of deficient <br />infrastructure, both Easton Water District and Kittitas County Fire District #3 are currently failing <br />to provide the consistent state-required level of fire flow services to residents already within their <br />jurisdiction. Each of tlrese concerns were outlined in the FEIS and currently supported by Water <br />District Engineers. As a result of the improvements slated for development ctfter approvul of <br />Marian Meadows, this situation will be rernedied. But this, by its terms, can only happen if Marian <br />Meadows is allowed to proceed. <br />Easton Ridge Land Company rcach out directly to Kittitas County Fire Disrrict #3 to hear. its <br />concerns. No substantive response was ever received until July 22,2019, ctfter submittal of the <br />Development Ag'eeme nt applicalion and in response to CDS advertisingfor public comment. The <br />claim that "no contact nor notification has been received by the District" was simply not true, as <br />noted above. The only conclusion we could reach from the differences in communication is that a <br />minority of the District still had concerns or opposed the development on principle alone. This is <br />fr.rfther supported by the public comments received by fire district commissioners responding to <br />public notice advertising. <br />Further, Easton Ridge Land Company has absolutely been forthcoming about the nature and scope <br />of the proposed development, contrary to your letter. Planning has been ongoin g since 2003 vith <br />numerous ptrblic hearingfor proposals ancl SEPA input. This letter called for "proper analysis and <br />timeliness for mitigation of issues", ignoring entirely the comprehensive Environmental Impact <br />Staternent prepared for this proposal, which was scoped to include over 400 proposed units, while <br />our cunent Marian Meadows plat approvals are for only 89 dwelling units and added storage units. <br />JoHNs.MoNRoE MrrsuNAGA.KoLousKovA . pLLC
