DepartmentofJusticeOfficeofJusticeProgramsAWARDCONTINUATIONOfficeofJuvenileJusticeandSHEETPAGE7OF9DelinquencyPreventionCooperativeAgreementPROJECTNUMBER2015-MC-FX-KO39AWARDDATE09/21/2015SPECIALCONDITIONS21.Therecipientagreestocomplywithapplicablerequirementstoreportfirst-tiersubawardsof$25,000ormoreand,incertaincircumstances,toreportthenamesandtotalcompensationofthefivemosthighlycompensatedexecutivesoftherecipientandfirst-tiersubrecipientsofawardfunds.SuchdatawillbesubmittedtotheFFATASubawardReportingSystem(FSRS).Thedetailsofrecipientobligations,whichderivefromtheFederalFundingAccountabilityandTransparencyActof2006(FFATA),arepostedontheOfficeofJusticeProgramswebsiteathttp://ojp.gov/funding/Explore/FFATA.htm(Awardcondition:ReportingSubawardsandExecutiveCompensation),andareincorporatedbyreferencehere.Thiscondition,anditsreportingrequirement,doesnotapplytograntawardsmadetoanindividualwhoreceivedtheawardasanaturalperson(i.e.,unrelatedtoanybusinessornon-profitorganizationthatheorshemayownoroperateinhisorhername).22.Withrespecttothisaward,federalfundsmaynotbeusedtopaycashcompensation(salaryplusbonuses)toanyemployeeoftheawardrecipientataratethatexceedsl10%ofthemaximumannualsalarypayabletoamemberofthefederalgovernment'sSeniorExecutiveService(SES)atanagencywithaCertifiedSESPerformanceAppraisalSystemforthatyear.(Anawardrecipientmaycompensateanemployeeatahigherrate,providedtheamountinexcessofthiscompensationlimitationispaidwithnon-federalfunds.)ThislimitationoncompensationratesallowableunderthisawardmaybewaivedonanindividualbasisatthediscretionoftheOJPofficialindicatedintheprogramannouncementunderwhichthisawardismade.23.Approvalofthisawarddoesnotindicateapprovalofanyconsultantrateinexcessof$650perday.AdetailedjustificationmustbesubmittedtoandapprovedbytheOfficeofJusticePrograms(OJP)programofficepriortoobligationorexpenditureofsuchfunds.24.TheProjectDirectorandkeyprogrampersonneldesignatedintheapplicationshallbereplacedonlyforcompellingreasons.Successorstokeypersonnelmustbeapproved,andsuchapprovaliscontingentuponsubmissionofappropriateinformation,including,butnotlimitedto,aresume.OJPwillnotunreasonablywithholdapproval.ChangesinotherprogrampersonnelrequireonlynotificationtoOJPandsubmissionofresumes,unlessotherwisedesignatedintheawarddocument.25.Therecipientagreestosubmitafinalreportattheendofthisawarddocumentingallrelevantprojectactivitiesduringtheentireperiodofsupportunderthisaward.Thisreportwillincludedetailedinformationabouttheproject(s)funded,including,butnotlimitedto,informationabouthowthefundswereactuallyusedforeachpurposearea,datatosupportstatementsofprogress,anddataconcemingindividualresultsandoutcomesoffundedprojectsreflectingprojectsuccessesandimpacts.Thefinalreportisduenolaterthan90daysfollowingthecloseofthisawardperiodortheexpirationofanyextensionperiods.ThisreportwillbesubmittedtotheOfficeofJusticePrograms,on-linethroughtheIntemetathttps://grants.ojp.usdoj.gov/.26.TherecipientagreesthatitwillsubmitquarterlyfinancialstatusreportstoOJPon-line(athttps://grants.ojp.usdoj.gov)usingtheSF425FederalFinancialReportform(availableforviewingatwww.whitehouse.gov/omb/grants/standard_forms/ffreport.pdf),notlaterthan30daysaftertheendofeachcalendarquarter.Thefinalreportshallbesubmittednotlaterthan90daysfollowingtheendoftheawardperiod.27.Therecipientshallsubmitsemiannualprogressreports.Progressreportsshallbesubmittedwithin30daysaftertheendofthereportingperiods,whichareJune30andDecember31,forthelifeoftheaward.ThesereportswillbesubmittedtotheOfficeofJusticePrograms,on-linethroughtheInternetathttps://grants.ojp.usdoj.gov/.OJPFORM4000/2(REV.4-88)
