Consistent with RCW 90.58.140(6), the state's Shorelines Hearing Board twenty- <br />one day appeal oeriod starts with the date of filing, which is defined below: <br />1. For projects that only require a Substantial Development Permit: the date <br />that Ecology receives Kittitas County's decision. <br />2.
