Kittitas County Shoreline Master Program <br />no structures or submerged structures are preferred over those that involve <br />substantialfloating structures. Projects that involve little or no substrate modification <br />are preferred over those that involve substantial modification. <br />5. Design, locate and operate aquaculture activities in a manner that supports long-term <br />beneficial use of the shoreline and protects and maintains shoreline ecological <br />functions and processes. Prohibit aquaculture where it would result in a net loss of <br />shoreline ecological functions; adversely affect the quality or extent of habitat for <br />native species; adversely impact other habitat conservation areas; or interfere with <br />navigation or other water-dependent uses. <br />B Reo ulations <br />1. All structures located within water bodies shall not preclude navigability of those <br />waters at any time, and shall be clearly marked so as to provide no hazard to <br />navigation on those waters. <br />2. Aquaculture facilities shall avoid significant conflict with water-dependent uses, the <br />spreading of disease, introduction of non-native species, or impacts to shoreline <br />aesthetic qualities. <br />6.5 Boating facilities, marinas, piers, and docks <br />A. Policies <br />1. Ensure that boating facilities are located only at sites with suitable environmental <br />conditions, shoreline configuration, access, and neighboring uses. All marinas should <br />be developed and operated in accordance with all state and local requirements. <br />2. ln planning for marina location and design, special consideration should be given to <br />facilities such as adequate access, parking, and restroom facilities for the public. Such <br />facilities should be located away from the water's edge. <br />3. Boating facilities should provide public physical and visual shoreline access and <br />provide for multiple uses, including water-related use, to the extent compatible with <br />shoreline ecologicalfunctions and processes and adjacent shoreline use. <br />4. Accessory uses at marinas or launch ramps should be limited to water-oriented uses, <br />or uses that provide physical or visual shoreline access for substantial numbers of the <br />general public. <br />5. Special care should be given to preventing and controlling invasive species <br />infestations at boat launches. <br />6. Piers and docks should only be allowed for water dependent uses and public access, <br />except that water enjoyment and water-related uses may sometimes be included as <br />part of a mixed use development.
